On the other hand, highspeed rail from Harbin to Dalian39。因此，本文著重研究我國城市管理的現(xiàn)狀，借鑒先進城市的交通管理經(jīng)驗，探討我國城市交通管理未來發(fā)展的方向與目標。我國在“十二五”之后，黨中央、國務(wù)院對于城市交通的發(fā)展和管理的重視程度越來越大，地方政府也越來越重視解決城市交通的問題，務(wù)求令到現(xiàn)在各個城市都普遍存在的交通堵塞、停車難、城市交通管理水平低下等問題得到緩解和解決。[鍵入文字 ] 摘 要 上段時間鬧的轟轟烈烈的西安停車難事件，映射出我國大中城市停車難的問題進入普及化的階段，再次使得我國地方政府對于城市交通管理和發(fā)展的問題受到廣大民眾和專家的熱議。而另一方面，哈大高鐵的落成和運行，體現(xiàn)出我國對于新興的交通工具的發(fā)展和應(yīng)用得到進一步的提升。而進入信息時代，對于城市交通管理 的發(fā)展，則必須要緊緊地把握好新時代下創(chuàng)新的管理理論與先進的科技手段兩者相互結(jié)合，充分發(fā)揮城市交通對于城市社會經(jīng)濟發(fā)展、人民安居樂業(yè)的積極作用。 關(guān) 鍵 詞： 城市交通管理；交通道路系統(tǒng)；交通管理理論；交通管理改革 [鍵入文字 ] ABSTRAC In the period of time， parking difficult events from Xi39。s pletion means that China has bee the lead in the application of the technology of highspeed rail. They both try to find the solution to the traffic, parking difficulty, low city traffic management level. After the information era, the development of city traffic management must want to tightly hold good innovation under the new era of management theory and advanced technology, which are bined with each other, making the positive role of urban social economic development and the people to live and work in peace and contentment. Therefore, in this paper, we try to find the present situation of the urban management in China, the experience of advanced urban traffic management and look out the direction and goal of the urban traffic management for the future development. Keywords: City Traffic Control and Management。 theory of Traffic management。 中國礦業(yè)大學(xué) 09 屆本科生畢業(yè)論文 第 1 頁 1 城市交通管理體制概論 城市交通，是指在城市內(nèi)由一個以人、汽車、貨物、馬路和周邊環(huán)境組成的，復(fù)雜的動態(tài)系統(tǒng)。城市交通系統(tǒng)構(gòu)成由交通設(shè)施，交通工具，交通出行主體等要素組成。除道路外，交通設(shè)施還包括停車場、調(diào)度站、加油站、庫房等城市道路配套設(shè)施，是專門為便利車輛行人出行提供服務(wù)的公共設(shè)施 [1]。其中作為城市交通管理的核心內(nèi)容，最主要是客運交通工具，包括公共汽車、電車、地鐵、私家車和自行車。 作為城市管理內(nèi)容的重要組成部分，城市公共交通設(shè)計，其合理性和科學(xué)性決定著城市競爭力的高低，同樣，城市公 共交通中的“公共”兩字，決定著它是屬于城市統(tǒng)籌管理的范圍，它需要滿足城市及其周邊人民出行、上班需求。而從微觀上，它與我們的工作生活息息相關(guān)，城市的居民將會是長期地保持對自己城市交通發(fā)展的關(guān)注，交通方便性、經(jīng)濟性的高低會影響著城市和諧社會的發(fā)展與保持，因此，對于城市交通的發(fā)展、維護、監(jiān)督和管理等工作，城市管理者，即地方政府更應(yīng)該對其基本的公共服務(wù)進行積極地引導(dǎo)和整治。事實上，國家已經(jīng)先后出臺一系列的政策文件，從宏觀上指導(dǎo)我國地方政府對于城市公共交通的發(fā)展。 其中公共汽 車和 電車 ， 軌道交通運輸總量分別為 743 億人次和 36 億人次 。 全國共有北京 ， 上海 ， 廣州 ， 天津 ， 大連 ，長春 ， 武漢 ， 深圳 ， 重慶 ， 南京 10 個城市開通軌道交通 ， 軌道交通車輛 5479 輛 。城市公共交通的飛速發(fā)展，為城市市民的出行帶來極大的方便，同時也對城市經(jīng)濟水平的持續(xù)提高奠定了非常堅實的基礎(chǔ)。十一屆全國人大四次會議通過的《國民經(jīng)濟和社會發(fā)展十二五規(guī)劃綱要》明確提出：“實施公共交通優(yōu)先發(fā)展戰(zhàn)略，大力發(fā)展城市公共交通系統(tǒng)，提高公共交通出行分擔(dān)比例。據(jù)專家預(yù)測，未來五年內(nèi)，我國城市交通出行的總?cè)藬?shù)會進入到千億級別。 中國礦業(yè)大學(xué) 09 屆本科生畢業(yè)論文 第 2 頁 現(xiàn)實中，隨著改革開放進程的加深，城市交通系統(tǒng)已經(jīng)有了一定程度上的基礎(chǔ)，與此同時，城市交通 現(xiàn)狀的日益惡化伴隨著城市交通管
