注重基礎(chǔ)建設(shè)，更加注重發(fā)展方式轉(zhuǎn)變，廣西煙草為了完成自治區(qū)政府的要求再通過三年時(shí)間將年煙草稅利達(dá)到150億元的目標(biāo)，現(xiàn)在把更多的市場資源集中在真龍、雙喜品牌卷煙的培育上，目前的營銷工作處于轉(zhuǎn)型階段。尤其是目前玉林市公司部分卷煙仍需運(yùn)輸?shù)轿揖謧}庫保管，送煙車輛的出入及暫扣違法運(yùn)輸車輛的保管，導(dǎo)致我局可用于綠化的實(shí)際空間比較少，要達(dá)到30%的庭院綠化標(biāo)準(zhǔn)有一定困難。三、存在問題與困難庭院綠化工作的開展還面臨一定困難。六月份開展了安全生產(chǎn)月活動(dòng)，通過掛橫幅，兄弟縣局交叉檢查等形勢，強(qiáng)化全體安全意識(shí)，深化企業(yè)安全文化建設(shè)。實(shí)行領(lǐng)導(dǎo)離開轄區(qū)報(bào)告制度等，通過加強(qiáng)領(lǐng)導(dǎo)干部作風(fēng)建設(shè)，營造凝心聚力干工作的良好氛圍。組織領(lǐng)導(dǎo)干部學(xué)習(xí)《明示與承諾制度》、《黨員領(lǐng)導(dǎo)干部廉潔從政若干準(zhǔn)則》以(一篇帶來更多輕松)及韓峰事件，時(shí)刻做到警鐘長鳴、廉潔自律。根據(jù)廣西煙草開展開展學(xué)習(xí)調(diào)研整改年活動(dòng)的要求，出臺(tái)了《北流市煙草專賣局（營銷部）關(guān)于開展學(xué)習(xí)調(diào)研整改年活動(dòng)方案》，通過加強(qiáng)學(xué)習(xí)調(diào)研，拓開思路，努力推進(jìn)北流煙草的發(fā)展。內(nèi)部管理方面：重點(diǎn)抓好團(tuán)隊(duì)建設(shè)和安全管理工作。為了逐漸提升中低檔卷煙銷量，我局在五月份結(jié)合轄區(qū)市場實(shí)際情況，制定了煙絲市場清理整頓行動(dòng)方案，組成清理整頓執(zhí)法組，集中力量，通過采取日常巡查與查找線索打源頭兩手抓的方式加強(qiáng)對(duì)煙絲市場的深入管理。通過召開專賣執(zhí)法聯(lián)席會(huì)，加大了邊界卷煙聯(lián)合打假力度，有利于維護(hù)和穩(wěn)定雙方煙草市場經(jīng)營秩序。加強(qiáng)同毗鄰廣東的合作，共謀維護(hù)卷煙市場秩序的良計(jì)。今年來，在以周濤副書記、副市長為組長的市打假工作領(lǐng)導(dǎo)小組以及市公安局、工商局等執(zhí)法部門的大力幫助下，我局繼續(xù)深入開展卷煙打假、打私、取締無證照卷煙經(jīng)營戶專項(xiàng)突擊行動(dòng)。目前，我們重點(diǎn)培育的硬盒紅塔山（經(jīng)典150）頁 頁、軟盒雙喜（廣州）和軟盒真龍（嬌子）在市場上的知曉度、美譽(yù)度都有了一定的提高。這個(gè)品牌發(fā)展戰(zhàn)略，意味著我們要進(jìn)一步轉(zhuǎn)變發(fā)展方式，不能再單純的依靠滿足本地市場消費(fèi)者卷煙消費(fèi)偏好來提升卷煙銷量了，而是要把市場資源向全國性重點(diǎn)骨干品牌品牌傾斜，對(duì)各品類卷煙進(jìn)行疏理和規(guī)劃，建立適合北流卷煙品牌長遠(yuǎn)發(fā)展的品類體系。今年年初，我們國家局局長姜成康正式提出了中國煙草下一步的品牌發(fā)展戰(zhàn)略，即“532”戰(zhàn)略。在去年空白村開展工作的基礎(chǔ)上，45月份開展農(nóng)村店的調(diào)查，對(duì)符合辦證條件的但仍未辦有煙草專賣零售許可證的經(jīng)營戶，我們動(dòng)員他們辦理卷煙零售許可證，提高農(nóng)村零售戶的覆蓋面，進(jìn)一步拓寬農(nóng)村網(wǎng)絡(luò)建設(shè)。今年以來，我們充分利用信息科技化管理，全面實(shí)現(xiàn)貨源系統(tǒng)自動(dòng)分配，進(jìn)一步規(guī)范卷煙供銷鏈條，提高經(jīng)營戶的滿意度和忠誠度。今年來我們針對(duì)卷煙工作，共梳理了16個(gè)客戶經(jīng)理工作流程，并利用業(yè)績督查考核杠桿促使客戶經(jīng)理嚴(yán)格實(shí)施，促進(jìn)客戶經(jīng)理對(duì)卷煙零售戶的規(guī)范管理。在日常卷煙經(jīng)營中，我們緊緊圍繞“嚴(yán)格規(guī)范、富有效率、充滿活力”的煙草總體目標(biāo)要求，嚴(yán)格規(guī)范各項(xiàng)卷煙營銷工作。卷煙營銷方面：突出嚴(yán)格規(guī)范，更加注重強(qiáng)化重打基礎(chǔ)工作，更加注重發(fā)展方式轉(zhuǎn)變，不斷夯實(shí)基礎(chǔ)工作，打牢市場基礎(chǔ)，鞏固工作基礎(chǔ)。另一方面是發(fā)揚(yáng)一方有難八方支援的精神，今年4月份組織全體員工踴躍捐款抗旱救災(zāi)，共收到員工自愿捐款 1730元，以盡微薄之力幫助災(zāi)區(qū)人民重建家園，促進(jìn)社會(huì)大家庭和諧發(fā)展。密切關(guān)注民生，促進(jìn)社會(huì)和諧發(fā)展。三是努力著手庭院綠化工作。積極配合市委市政府實(shí)施城鄉(xiāng)清潔工程，營造和諧人居環(huán)境。今年我們按照市委市政府有關(guān)文件精神要求，發(fā)動(dòng)全體員工按規(guī)定收繳資金1440
