就業(yè)、社會(huì)聲譽(yù)以及資源獲得上部有很大的幫助。鑒于中外合作辦學(xué)是一項(xiàng)涉外的教育活動(dòng)，因此有必要尋求在政府和學(xué)校兩級(jí)管理系統(tǒng)以外的管理手段，治理被視為介入政府以及學(xué)校兩者之間的第三種管理手段。全球化一方面推動(dòng)了人力，商品，知識(shí)，技術(shù)等的跨國界流動(dòng)，與此同時(shí)也促進(jìn)了教育的國際化，加強(qiáng)了教育資源在各國之間的共享，促使各國的教育市場向全球開放。在跨國教育的各種形式中，特別是中外合作辦學(xué)項(xiàng)目在高等教育領(lǐng)域得到了迅猛發(fā)展并逐漸成為我國教育對(duì)外交流與合作的一種新形式。3．本辦法由國際交流處負(fù)責(zé)解釋。四、附則1．本辦法適用于本科及以上層次的中外合作辦學(xué)項(xiàng)目。財(cái)務(wù)處、審計(jì)處應(yīng)加強(qiáng)對(duì)經(jīng)費(fèi)使用情況及使用效益的監(jiān)督檢查。4．以上各類經(jīng)費(fèi)的結(jié)算和劃撥，由財(cái)務(wù)處會(huì)同國際交流處執(zhí)行。（4）學(xué)校事業(yè)經(jīng)費(fèi)。占項(xiàng)目凈收入的6%，由項(xiàng)目負(fù)責(zé)人審批使用。占項(xiàng)目凈收入的30%，由學(xué)院（部）負(fù)責(zé)管理使用，定向用于中外合作辦學(xué)項(xiàng)目的教育教學(xué)活動(dòng)。學(xué)費(fèi)收入扣除國外合作外方費(fèi)用之后形成項(xiàng)目凈收入。（1）國外合作方費(fèi)用。中外合作辦學(xué)項(xiàng)目經(jīng)費(fèi)來源為項(xiàng)目注冊學(xué)生的學(xué)費(fèi)收入。中外合作辦學(xué)項(xiàng)目除去各類成本和支出后形成的辦學(xué)結(jié)余，原則上應(yīng)用于該項(xiàng)目的教育與教學(xué)活動(dòng)，不斷改善辦學(xué)條件。在學(xué)校賬戶內(nèi)設(shè)立中外合作辦學(xué)項(xiàng)目專項(xiàng)，統(tǒng)一辦理收支業(yè)務(wù)。三、經(jīng)費(fèi)管理和使用1．原則。3．中外合作辦學(xué)項(xiàng)目需向社會(huì)宣傳、發(fā)布廣告或招生簡章時(shí)，必須事先提交國際交流處審核，并報(bào)上級(jí)主管部門審查通過后，方可發(fā)布。項(xiàng)目負(fù)責(zé)人可聘請(qǐng)本學(xué)院（部）相關(guān)教師組成項(xiàng)目工作小組，處理相關(guān)事項(xiàng)。其職責(zé)：負(fù)責(zé)該項(xiàng)目的教學(xué)安排、質(zhì)量監(jiān)控、學(xué)生事務(wù)（學(xué)生赴國外合作學(xué)校學(xué)習(xí)的派遣和安排等）、外籍教師管理等工作，并保持與國外合作方的常規(guī)溝通和聯(lián)系，維持項(xiàng)目正常運(yùn)行。討論具體項(xiàng)目事項(xiàng)時(shí)，項(xiàng)目所在學(xué)院（部）負(fù)責(zé)人和項(xiàng)目負(fù)責(zé)人共同參加。其職責(zé)：負(fù)責(zé)全校所有中外合作辦學(xué)項(xiàng)目的統(tǒng)一管理、指導(dǎo)和檢查評(píng)估；提交學(xué)校中外合作辦學(xué)工作的總結(jié)；根據(jù)上級(jí)主管部門要求，部署學(xué)校接受教育部、上海市教委對(duì)中外合作辦學(xué)項(xiàng)目的評(píng)估檢查工作。4．校長辦公會(huì)議討論批準(zhǔn)后，國際交流處將有關(guān)材料報(bào)上級(jí)主管部門審批。3．分管校長審閱同意后，由國際交流處會(huì)同有關(guān)學(xué)院（部）、教務(wù)處、科技處（研究生辦公室）、財(cái)務(wù)處等職能部門，與國外合作方商談合作辦學(xué)的具體內(nèi)容、條件和相關(guān)事項(xiàng)，擬定合作辦學(xué)協(xié)議文本，并形成下列申報(bào)材料：（1）可行性論證報(bào)告（2）合作辦學(xué)方案（教學(xué)計(jì)劃、課程設(shè)置、師資配備等）（3）合作辦學(xué)申請(qǐng)書（4）合作雙方簽署的合作意向書或合作協(xié)議（5）中外合作方的身份證明（6）中外合作方經(jīng)公證或認(rèn)證的資信證明（7）外方授予文憑或有關(guān)證書的樣本（8）其它所要求提供的材料其中第（1）、（2）項(xiàng)由學(xué)院（部）負(fù)責(zé)，其它各項(xiàng)由國際交流處負(fù)責(zé)。一、項(xiàng)目聯(lián)系和申報(bào)1．國際交流處統(tǒng)一負(fù)責(zé)學(xué)校各類中外合作辦學(xué)項(xiàng)目的申報(bào)工作，并提供相關(guān)事宜的咨詢、建議、審核和報(bào)批服務(wù)。s
