【正文】 Beef up international communication and cooperation on disaster reduction .,主要行動框架(2) The major action framework for the work(2),。 Build resilience to adapt to devastating disasters. 加強減災(zāi)科技支撐體系建設(shè)，提高災(zāi)害救助裝備和技術(shù)水平。 Build the capacity of popscience awareness campaigns on disaster reduction and build community resilience。 Work on surveys and assessments on overall risks of natural disasters, build the capacity of monitoring, early warning and forecasting and elevate the capabilities of information sourcing and services. 加強國家自然災(zāi)害救助體系建設(shè)。積極參與了針對印度洋地震海嘯、巴基斯坦地震等巨災(zāi)的國際救援行動，承擔(dān)了與中國能力相適應(yīng)的國際責(zé)任與義務(wù)。,重要進展（5）,Popscience awareness campaigns on disaster reduction have been organized to “reach out to the rural areas, communities, enterprises and schools” about the knowledge needed for disaster resilience. Community Disaster Reduction Campaign and National Disaster Reduction Contest have also been undertaken to add more substance to the outreach campaigns. China has also built up capabilities to work out emergency response plans, embark on drills and build disasterresistant facilities at the grassroots level. China has also worked on capacitybuilding for information sourcing and sharing, emergency response and relief, taskforce and guarantee. A national public emergency response system has taken shape.,the important progress (3),國家自然災(zāi)害救助應(yīng)急預(yù)案 National emergency plan on natural disaster relief,10 central government reserve centers,10個中央級救災(zāi)物資儲備庫,應(yīng)急響應(yīng)機制逐步完善 Improving emergency response mechanism,制定了《國家綜合減災(zāi)“十一五”規(guī)劃》、《“十一五”期間國家突發(fā)公共事件應(yīng)急體系建設(shè)規(guī)劃》、《全國山洪災(zāi)害防止規(guī)劃》等，將減輕災(zāi)害風(fēng)險納入國家和地方經(jīng)濟與社會發(fā)展規(guī)劃，確保中央和地方政府的減災(zāi)政策措施和行動得以貫徹實施。,重要進展（2）,China has phased in a solid and inclusive system of monitoring, early warning and forecasting that covers a broad range of disasters, including meteorological monitoring and forecasting, earthquake monitoring and forecasting, hydrologic monitoring, geologic disaster monitoring and early warning, crop pest and disease monitoring, forest fire and pest forecasting and ocean disaster monitoring and forecasting.
