[17] 羅團(tuán)結(jié) . 淺談農(nóng)民工子女教育工作 [J]. 教學(xué)研究 ， 2021,2. 21 后 記 四年的大學(xué)生活轉(zhuǎn)瞬即逝，在這四年里，我不僅有幸能夠聆聽眾多老師的教誨，增進(jìn)自己的學(xué)業(yè)，也在為人處世方面得到了很大的提升?？梢哉f這牽動(dòng)著 社會(huì)的方方面面 ， 因此， 各級(jí)政府 明確自身責(zé)任，合理配置現(xiàn)有的公共教育資源，加大投入提供更為優(yōu)質(zhì)的教育服務(wù)資源；打破傳統(tǒng)的戶籍制度，努力 為農(nóng)民工子女教育營造一個(gè)有政策保障的大環(huán)境 ， 通過制度革新，確保農(nóng)民工子女受義務(wù)教育 的權(quán)力 ，才能真正做到 農(nóng)民工子女 在城市接受教育的過程中“一個(gè)都不能少”。他們也有著平等地接受教育的權(quán)利。 此外，學(xué)校還應(yīng)該關(guān)注農(nóng)民工子女的心理健康教育，加強(qiáng)對(duì)其進(jìn)行心理指導(dǎo) ， 及時(shí)發(fā)現(xiàn)和化解出現(xiàn)的心理問題 ，以此保障農(nóng)民工子女真正的實(shí)現(xiàn)農(nóng)民工子女在城市 中“進(jìn)得來、留得住、學(xué)得好”。對(duì)此， 學(xué)校還應(yīng)該加強(qiáng)對(duì)農(nóng)民工的正面宣傳，增強(qiáng)師生對(duì)農(nóng)民工子女的認(rèn)同感 。同時(shí)，也 要加大教育宣傳力 度，不斷強(qiáng)化農(nóng)民工送子女上學(xué)的意識(shí)， 讓他們相信只有知識(shí)才能改變命運(yùn)、 使他們的子女享受到應(yīng)有的權(quán)利 。要根本上提高農(nóng)民工生活水平，就因該加強(qiáng)對(duì)農(nóng)民工職業(yè)技能的培訓(xùn)，提高他們的文化素質(zhì)水平?！? ，提高農(nóng)民工自身的素質(zhì) 農(nóng)民工家庭的經(jīng)濟(jì)收入水平之所以會(huì)很低，主要是因?yàn)樗麄內(nèi)狈σ患贾L。 6. 探索解決義務(wù)教育后的教育銜接問題 由于戶籍管理制度和高考制度的雙重限制，農(nóng)民工子女在流入地接受完義務(wù)教育后，無法繼 續(xù)進(jìn)入流入地的高中學(xué)習(xí)，更不能參加 該地的高考。同時(shí)公辦學(xué)校應(yīng)通過交流、提供培訓(xùn)等方式加強(qiáng)對(duì)民辦 農(nóng)民工子弟學(xué)校 的幫扶，此外，教育行政部門要進(jìn)一步加強(qiáng)對(duì)非法民辦 農(nóng)民工子弟學(xué)校 的審批和整改工作， 引導(dǎo)和 規(guī)范其發(fā)展，使其走上正軌。教育行政部門應(yīng)采取引導(dǎo)、服務(wù)措施，促進(jìn)民辦學(xué)校從“合法”到“合格”，使農(nóng)民工子女受到應(yīng)有質(zhì)量的基礎(chǔ)教育。此外，公辦學(xué)校還應(yīng)進(jìn)一步簡(jiǎn)化就學(xué)程序，合情、合理、合法的規(guī)定入學(xué)條件，盡可能地降低農(nóng)民工子女的入學(xué)門檻。各地政府 要加強(qiáng)流入地 、 流出地教育部門之間的溝通 ， 明確各自在流動(dòng)兒童 、 少年教育管理中的職責(zé) ， 將其就學(xué)管理落到實(shí)處 ，逐步完善農(nóng)民工子女教育的管理體制 3. 合理配置現(xiàn)有公共教育資源，提供更優(yōu)質(zhì)的教育服務(wù) 深入挖掘 公辦學(xué)校的潛力，充分利用其閑置資源解決農(nóng)民工子女上學(xué)難的情況， 公立學(xué)校要承擔(dān)起接收農(nóng)民工子女入學(xué)的重要任務(wù) ， 公立學(xué)校應(yīng)擴(kuò)大招生容量，盡可能多地接收農(nóng)民工子女就學(xué) 。從根本上建立經(jīng)費(fèi)籌措保障機(jī)制，將農(nóng)民工子女教育經(jīng)費(fèi)列入流入地政府預(yù)算內(nèi)教育經(jīng)費(fèi)，并按實(shí)際在校人數(shù)向接收農(nóng)民工的公辦學(xué)校核撥公用教育經(jīng)費(fèi)，從而維護(hù)學(xué)校的正常運(yùn) 轉(zhuǎn)。因此，各地政府應(yīng)首先落實(shí)這些政策，再結(jié)合本地的實(shí)際情況，切實(shí)為農(nóng)民工子女營造一個(gè)良好的教育環(huán)境。 ① 目前我國的相關(guān)政策有： 國家在 2021 年《基礎(chǔ)教育改革發(fā)展綱要》里面提出來的“‘兩為主’政策， 即解決進(jìn)城務(wù)工農(nóng)民子女的教育， 以流入地政府管理為主、以公辦學(xué)校接納為主” ； 2021 年 3 月 28 日，中央政府頒布了國務(wù)院關(guān)于解決農(nóng)民工問題的若干意見
