【正文】 【英文摘要】With the acceleration of the socialist democratization process, the reformation of China’s administration system start getting more and more attention from different levels of society. The research of the academic field is also going wider, deeper and more detail. As the most important part of this process, the subject of changing the way of law enforcement is ing out step by step. Our country had already made brilliant achievements at the administrative legal system construction. But pared with the legal system construction on the economy, civil and criminal parts, the administrative part is still less developed. Under the circumstance of highspeed developed economic society, with the society diversification trend and the enhancement of the citizens’consciousness, the dated law enforcement style of basic level administrative organ leaded a series of social contradictions and disputes. Problems are increasing gradually, which caused widely attention and concern. The key point to revolute the way of law enforcement is to enhance the efficiency and quality of law enforcement, protect and guarantee the right of pany and maintain the stability of our society.
