XX第五篇：中外合作辦學管理辦法上海應用技術學院滬應院外?2010?41號上海應用技術學院中外合作辦學項目管理辦法為促進學校國際教育交流合作工作，拓展中外合作辦學領域，提升合作辦學水平，規(guī)范中外合作辦學項目管理，更好地發(fā)揮國際交流合作對學校事業(yè)發(fā)展的推進作用，根據(jù)《中華人民共和國中外合作辦學條例》及《中華人民共和國中外合作辦學條例實施辦法》等文件精神，結合學校實際情況，特制定本辦法。一、項目聯(lián)系和申報1．國際交流處統(tǒng)一負責學校各類中外合作辦學項目的申報工作，并提供相關事宜的咨詢、建議、審核和報批服務。2．學院（部）作為合作辦學項目的實施主體，應積極開展與國外大學的聯(lián)系，尋求合作機遇，洽談合作意向，形成框架方案，并向國際交流處提交書面申請報告，由國際交流處報分管校長審閱。3．分管校長審閱同意后，由國際交流處會同有關學院（部）、教務處、科技處（研究生辦公室）、財務處等職能部門，與國外合作方商談合作辦學的具體內(nèi)容、條件和相關事項，擬定合作辦學協(xié)議文本，并形成下列申報材料：（1）可行性論證報告（2）合作辦學方案（教學計劃、課程設置、師資配備等）（3）合作辦學申請書（4）合作雙方簽署的合作意向書或合作協(xié)議（5）中外合作方的身份證明（6）中外合作方經(jīng)公證或認證的資信證明（7）外方授予文憑或有關證書的樣本（8）其它所要求提供的材料其中第（1）、（2）項由學院（部）負責，其它各項由國際交流處負責。國際交流處負責審核所有書面材料，提出綜合意見后報分管校長和校長辦公會議審議。4．校長辦公會議討論批準后，國際交流處將有關材料報上級主管部門審批。二、項目管理1．學校成立“中外合作項目管理委員會”。其職責：負責全校所有中外合作辦學項目的統(tǒng)一管理、指導和檢查評估；提交學校中外合作辦學工作的總結；根據(jù)上級主管部門要求，部署學校接受教育部、上海市教委對中外合作辦學項目的評估檢查工作。中外合作辦學項目管理委員會由分管校領導任主任，成員由國際交流處、教務處、學生處、人事處、財務處、科技處（研究生辦公室）等職能部門負責人組成。討論具體項目事項時，項目所在學院（部）負責人和項目負責人共同參加。2．設立中外合作辦學項目負責人。其職責：負責該項目的教學安排、質(zhì)量監(jiān)控、學生事務（學生赴國外合作學校學習的派遣和安排等）、外籍教師管理等工作，并保持與國外合作方的常規(guī)溝通和聯(lián)系，維持項目正常運行。項目負責人由項目所在學院（部）推薦，報學校中外合作辦學項目管理委員會批準后確定。項目負責人可聘請本學院（部）相關教師組成項目工作小組，處理相關事項。項目工作小組成員名單報國際交流處備案。3．中外合作辦學項目需向社會宣傳、發(fā)布廣告或招生簡章時，必須事先提交國際交流處審核，并報上級主管部門審查通過后，方可發(fā)布。各類宣傳中嚴禁以各種方式向?qū)W生及家長作出任何未明確事項的承諾。三、經(jīng)費管理和使用1．原則。學校依法對中外合作辦學項目實施財務管理。在學校賬戶內(nèi)設立中外合作辦學項目專項，統(tǒng)一辦理收支業(yè)務。每個項目單獨設立一個專項。中外合作辦學項目除去各類成本和支出后形成的辦學結余，原則上應用于該項目的教育與教學活動，不斷改善辦學條件。2．經(jīng)費來源。中外合作辦學項目經(jīng)費來源為項目注冊學生的學費收入。3．經(jīng)費支出結構。（1）國外合作方費用。指雙方簽訂的合作辦學協(xié)議中明確規(guī)定需向外方學校支付的費用和成本，或者規(guī)定應由我方承擔的外方教師的差旅和授課費等支出。學費收入扣除國外合作外方費用之后形成項目凈收入。（2）學院（部）教學經(jīng)費。占項目凈收入的30%，由學院（部）負責管理使用，定向用于中外合作辦學項目的教育教學活動。（3）項目管理費。占項目凈收入的6%，由項目負責人審批使用。用于對外聯(lián)絡、日常業(yè)務支出和人員獎勵等。（4）學校事業(yè)經(jīng)費。項目凈收入的64%上交學校，補充學校教學與學科建設、師資隊伍建設、改善教育教學設施等經(jīng)費。4．以上各類經(jīng)費的結算和劃撥，由財務處會同國際交流處執(zhí)行。使用部門必須嚴格管理，?？顚Ｓ?，發(fā)揮最大效益。財務處、審計處應加強對經(jīng)費使用情況及使用效益的監(jiān)督檢查。5．學院（部）教學經(jīng)費與項目管理費之間的比例確因辦學需要進行調(diào)整，需報分管財務、國際交流校領導審核批準。四、附則1．本辦法適用于本科及以上層次的中外合作辦學項目。2．本辦法自頒布之日起試行，《上海應用技術學院中外合作辦學項目管理辦法（試行）》（滬應院外?2003?10號）同時廢止。3．本辦法由國際交流處負責解釋。上海應用技術學院
