The pipeline is offering a SCADA system with a Master/Main control center (MCC) in Urumchi and a Standby control center (SCC) in Lanchow. 為了保證該輸油管道安全、可靠、平穩(wěn)、高效、經(jīng)濟地運行，對于該輸油管道的自動控制系統(tǒng)采用以計算機為核心的全線監(jiān)控和數(shù)據(jù)采集（ SCADA）系統(tǒng)。 西部原油成品油管道 全線設(shè)調(diào)度控制中心和后備控制中心各 1 座。調(diào)度控 制中心位于新疆烏魯木齊市，后備控制中心位于甘肅省蘭州市。 SCADA 系統(tǒng)應達到在烏魯木齊調(diào)度控制中心或后備控制中心對全線進行自動監(jiān)控的技術(shù)水平。 Station Control System (SCS) of SCADA system is used for the station by man on duty and Remote Terminal Unit (RTU) for the station by no one on duty. 管道沿線有人值守的工藝站場設(shè) SCADA 站控系統(tǒng)（ SCS—— Station Control System）。分輸閥室、遠控線路截斷閥室為無人值守，設(shè) SCADA 系統(tǒng)遠程終端裝置 （ RTU——Remote Terminal Unit） 。 SCS and RTU are served as a remote control unit of SCADA system and they are a base which guarantees the normal running of SCADA system. They are the remote actuators of MCC used for dispatching, managing, control mands, therefore they are the most important 第 18 頁 共 144 頁 monitoring level of SCADA system. SCS and RTU independently collect data and control at the technological stations, but also transfer the relevant message to MCC and receive the mands from it. SCS 和 RTU 作為 SCADA 系統(tǒng)的遠方控制單元，是保證 SCADA 系統(tǒng)正常運行的基礎(chǔ)，為調(diào)度控制中心調(diào)度、管理與控制命令的遠方執(zhí)行單元，是 SCADA 系統(tǒng)中最重要的監(jiān)控級。 SCS 和 RTU 不但能獨立完成對所在工藝站場的數(shù)據(jù)采集和控制，而且將有關(guān)信息傳送給調(diào)度控制中心并接受其下達的命令。 SCS mainly consists of puter work system, PLC, operator workstations and munication facilities. 站控系統(tǒng)（ SCS）主要由計 算機網(wǎng)絡(luò)系統(tǒng)、可編程邏輯控制器（ PLC——Programmable Logical Controller）、操作員工作站及進行數(shù)據(jù)傳輸?shù)耐ㄐ旁O(shè)備組成。 RTU is an independent, pact, intelligent control device, which is with a full functions, powerful munication and diagnosis, flexible programming, easy maintenance, high reliability and suitable to use under a bad circumstance conditions. RTU 是一種獨立的小型智能控制設(shè)備，具有編程組態(tài)靈活、功能齊全、通信能力強、維護方便、自診斷能力強，可適應惡劣的環(huán)境條件、可靠性高等特點。 *MCC and SCC will municate with each SCS and RTU by optical fiber munications system（ DDN is standby munication system）， MCC will municate with SCC using optical fiber munications system as main channel and DDN as standby channel and sent the relevant realtime information to SCC at the same time (using optical fiber cable as main channel and DDN as standby channel). The data adoption and supervision system adopt fiber munications as main channel and DDN as standby channel. There are not standby channel between control center with RTU. RTU facilities must have the function of transporting data to the control system of process station upstream and downstream as to carry out the standby munication. *烏魯木齊調(diào)度控制中心和蘭州備用調(diào)控中心通過光纖通信系統(tǒng)（ DDN 為備用通信系統(tǒng)）與各個工藝站場的站控系統(tǒng)（ SCS）和 RTU 互聯(lián)，各個工藝站場的站控系統(tǒng)（ SCS）和 RTU 同時將數(shù)據(jù)實時傳送到烏魯木齊調(diào)度控制中心和蘭州備用調(diào)控中心。烏魯木齊調(diào)控 第 19 頁 共 144 頁 中心將有關(guān)信息實時（備份）傳送給后控制中心（光纜作為主通信信道， DDN 作為備用通信信道），進行數(shù)據(jù)比對。全線數(shù)據(jù)采集和監(jiān)控系統(tǒng)采用光纜通信信道作為主信道，租用郵電公網(wǎng)作為調(diào)度控制中心與 SCS 的備用信道。調(diào)度控制中心與 RTU 的通信未設(shè)備用信道，RTU 設(shè)備應具有將數(shù)據(jù)傳遞到上游 或下游工藝站場控制系統(tǒng)的功能，實現(xiàn)通過備用通信上傳 RT
