It manages affairs of country and society, assumes the responsibility of seeking happiness for people. Practice proves that the basic line of Communist Party is correct and practicable。 civil servant must adhere to the leading of Communist Party, defend and follow the basic line of Communist Party, study the advanced idea of Communist Party, keep pace with Communist Party, and seek more happiness for people. The basic line of Communist Party is the foundational principle of establishment of civil service system in China. The aim of establishment of civil service system is to provide security for enforcement of the basic line of Communist Party. So civil servant in China must be in accordance with central government, defend and enforce the basic line of Communist Party. In addition, in China civil servant can join the Communist Party and have a hand in political activities, and should show concern for political life of country. E. Management of Civil Servants The present civil service system in Britain implements separation of central authorities and local authorities, the present civil service system in China adheres to bination of central authorities and local authorities. Separation of authority vertically is one of characteristics of British personnel system. Britain is an island country, every island has different culture, and these islands are far from continent. So it doesn’t worry about intrusion of enemy, doesn’t need central concentration of power, and national defense is safe relatively. Local legislation and administration is the unity, local parliament is not only the legislative body, but also the administrative office. It manages all local affairs. The same is for personnel administration. The central and local personnel system are respective, they don’t interfere in each other, local personnel affairs, including civil service system, are dependent, it’s decided by local government, except a few educational and hygienic personnel. One of characteristics of political system in China is that central authorities are in higher status than local authorities. The present civil service system in China emphasizes that civil servant is led by Communist Party. The highest civil servant in charge of “the central personnel department” guides and oversees personnel management of every department and every local government. Every personnel department built by different regions and divisions is responsible for concrete personnel management. This kind of personnel system is led by Central Committee of Communist Party, it gives full play to local government’s activity and initiative, and it conforms to China’s domestic conditions. F. Relationship between Civil servants and Political Party The present civil service system in Britain demands that civil servant divorce from the political party, but the civil service system in China demands that civil servant adhere to the principle of the Communist Party assuming the responsibility for cadres’ affairs. The present civil service system in Britain emphasizes that civil servants and their management must be independent from political party, the political party couldn’t interfere with promotion of civil servant. It’s decided by the system that political parties hold the reins of government by turns. No matter what kind of political party bees the party in office or falls out of power, it can’t influence civil servants. The fight for power between political parties hasn’t an effect on working of civil servants. It ensures stability of society. In China, the principle of Communist Party assuming the responsibility for cadres’ affairs is the fundamental principle of personnel system. Communist Party is the central power。 civil service system is a ponent part of cadre personnel system. The present civil servant system in China was drawn up according to personnel system of Communist Party. It inherits and develops excellent tradition of cadre personnel system, and absorbs the latest fruits of reform of cadre personnel system.
