In making these judgments, we quickly discover that it is no easy task to define who is an artist, and whose talents or potential merit aid. It often seems brutal when the market for art services rewards one person and seems to neglect another who appears to be more talented. But this brutal verdict of the market seems gentle pared with the arbitrariness public officials have to exercise in selecting those to be helped.
