再來看“站票不能半價”的種種理由能否站得住腳。理由之一是原鐵道部于2008年的回應(yīng)：“站票半價”會使更多人擠向鐵路，造成列車嚴(yán)重超員，危及行車安全。解決這個問題其實很簡單：限制每列客車的售票量即可。這個主動權(quán)完全掌握在鐵路部門和運(yùn)輸企業(yè)手里，所謂“造成列車嚴(yán)重超員”完全可以避免，根本不是理由。實際上，在目前“站票全價”的情況下，春運(yùn)期間的列車也嚴(yán)重超員，鐵路部門怎么不擔(dān)心行車安全？理由之二是原鐵道部有關(guān)負(fù)責(zé)人的說法：如果“站票半價”，不同票種不好組織售票。姑且不論這種擔(dān)心是不是杞人憂天（我不知道會有多少乘客為了省錢寧愿“站火車”），即使真的出現(xiàn)這種情況，那也很好辦：先賣座位票再賣站票即可，只有當(dāng)座位票賣完后才開始賣站票，這個主動權(quán)也完全掌握在鐵路運(yùn)輸企業(yè)手里。理由之三是買了站票的乘客未必一路站到底，中途可能有空位可坐，這樣他們就占便宜了。這個理由其實有些想當(dāng)然。以前確實存在這種情況，而現(xiàn)在隨著全國聯(lián)網(wǎng)售票的推行，多數(shù)列車實行全程對號入座，即沿途車站會將中途 下車乘客留下的座位重新出售，這樣，在春運(yùn)期間，絕大多數(shù)無座乘客都要“一站到底”，能“撿”到座位的只是極個別乘客，何必斤斤計較。由此觀之，所謂“站票不能半價”的幾個理由均站不住腳，實行“站票半價”（或給站票打折）并非缺少可行的辦法，而是缺少應(yīng)有的誠意，以及對于民意的尊重。沉默不是金譚真明不關(guān)己事不開口，一問搖頭三不知。這是古人一種消極的處世哲學(xué)。但在現(xiàn)實生活中，仍有不少人把沉默是金當(dāng)作為人處世的信條。他們認(rèn)為言多必失，禍從口出，因此以少說或不說為佳，這樣就可以在他人面前樹立一個穩(wěn)重、深沉的形象。否則就會被認(rèn)為輕浮、淺薄。這其實是對沉默的誤讀。人類自從和古猿“揖別” 組成人類社會以來，語言成了人類與動物最重要的區(qū)別之一。人天生一張嘴，它的兩個最基本的功能，一是“吃”，二是“說”。我們認(rèn)為，作為沉默的對立面的說，至少具有以下重要作用。一是便于溝通。在現(xiàn)代社會里，溝通具有越來越重要的意義。有關(guān)研究表明，一個組織內(nèi)部存在的問題，有百分之七十以上是由于溝通不暢造成的。美國前五星上將、侵朝戰(zhàn)爭總司令艾森豪威爾曾說；“溝通是比原子彈威力還要大的武器”。美國著名管理學(xué)家哈爾金斯在《強(qiáng)力溝通術(shù)》一書中指出：“所有的組織都會犯錯誤，最好的組織經(jīng)常注意驗證和修復(fù)導(dǎo)致錯誤產(chǎn)生的那些溝通中的空白和不如人意的地方，以使類似的錯誤不再發(fā)生?！敝w語言、書面語言和口頭語言是溝通的三種主要方式，其中口頭語言因其便捷、明確、實時而成為人類最重要的溝通方式。說就是口頭語言的具體運(yùn)用。柏拉圖說過，你有一個蘋果，我有一個蘋果，彼此交換，每人還是只有一個蘋果，但你有一種思想，我有一種思想，彼此交換，每人就有兩種思想。如果不說，而是一味沉默，又如何能達(dá)到溝通的目的呢。二是有利于培養(yǎng)思維能力。說話是一種載有一定思想內(nèi)容的語言流。為了保持語言流的順暢和內(nèi)容的連貫，這就迫使我們對暫時處于散亂狀態(tài)的思緒進(jìn)行瞬間整合，使朦朧的思想和意識變得清晰。特別是談興正濃時，由于思維的慣
