【文章內(nèi)容簡(jiǎn)介】 教授 學(xué)生姓名： 彭曉璇 學(xué)號(hào)： 0406010108 專業(yè)班級(jí)： XXXX 年級(jí)： 04 級(jí) 二〇 X X 年 X 月 X X 日 20 附件 2：中南財(cái)經(jīng)政法大學(xué)武漢學(xué) 院學(xué)生畢業(yè)論文（設(shè)計(jì)）撰寫簡(jiǎn)要參考格式 武漢學(xué)院 學(xué)生畢業(yè)論文（設(shè)計(jì)） 題 目： 發(fā)展武漢資本市場(chǎng) 促進(jìn)中部經(jīng)濟(jì)崛起 指導(dǎo)教師： XXXX 職稱： 教授 學(xué)生姓名： 彭曉璇 學(xué)號(hào)： 0406010108 專 業(yè)： XXXX 年級(jí)： 04 級(jí) 二〇 X X 年 X 月 X X 日 中南財(cái)經(jīng)政法大學(xué)武漢學(xué)院畢業(yè)論文 21 發(fā)展武漢資本市場(chǎng) 促進(jìn)中部經(jīng)濟(jì)崛起 摘 要 在“西部大開發(fā)”和“東北振興”以后，國(guó)家又一次跨時(shí)代意義地提出了“中部崛起”發(fā)展戰(zhàn)略。中部崛起是中央為實(shí)現(xiàn)我國(guó)各地區(qū)間的平衡和可持續(xù)發(fā)展的又一重要決策。在2021年全國(guó)“人大會(huì)議”期間溫家寶總理明確提出“促進(jìn)中部崛起” 戰(zhàn)略之后，武漢做中部崛起的“領(lǐng)頭羊”的呼聲很高，在武漢表示“中部崛起，武漢先行”的同時(shí)，其他中部五省及省會(huì)城市也紛紛提出各自率先崛起的目標(biāo)，看來(lái)中部崛起的“領(lǐng)頭羊”之爭(zhēng)勢(shì)在難免。筆者認(rèn)為武漢率先實(shí)現(xiàn)中部崛起，有它“九省通衙”的地 理和歷史優(yōu)勢(shì)，但商品經(jīng)濟(jì)在現(xiàn)代的發(fā)展， 必須 大力借助 資本市場(chǎng) ， 充分發(fā)揮其在中部地區(qū)所具有的經(jīng)濟(jì)和金融優(yōu)勢(shì)， 積極推進(jìn)以 票據(jù)市場(chǎng)、保險(xiǎn)市場(chǎng)、國(guó)債市場(chǎng)、貼現(xiàn)市場(chǎng)等為特色的金融體系建設(shè)。 發(fā)展武漢資本市場(chǎng)，首先，應(yīng)充分利用現(xiàn)有的優(yōu)勢(shì)，積極爭(zhēng)取國(guó)家政策支持，建立健全多元化、多層次的資本市場(chǎng)。其次，要大力度培育優(yōu)質(zhì)的資本市場(chǎng)主體，進(jìn)一步拓展資本市場(chǎng)融資機(jī)制。再次，要加強(qiáng)金融市場(chǎng)軟件建設(shè)，優(yōu)化資本市場(chǎng)環(huán)境，打好資本市場(chǎng)創(chuàng)新品牌，增強(qiáng)驅(qū)動(dòng)力。最后，要樹立以人為本的理念。在促進(jìn)中部經(jīng)濟(jì)崛起過(guò)程中，資本市場(chǎng)發(fā)揮著舉足輕重的作用， 政府還應(yīng)著手 完善 資本市場(chǎng) 的法律法規(guī)體系以及附著于資本市場(chǎng)上的一系列優(yōu)惠政策，以形成一個(gè)有利于資本流入并聚集的 “ 洼地 ” 。筆者 認(rèn)為，完善的資本市場(chǎng)是武漢率先崛起的內(nèi)在要求。武漢在中部地區(qū)的崛起，離不開資金的支持，武漢戰(zhàn)略支點(diǎn)的構(gòu)建比以往任何時(shí)候更迫切的需要強(qiáng)有力的資本市場(chǎng)的支撐。一個(gè)完善的、充滿活力的資本市場(chǎng)是武漢率先實(shí)現(xiàn)中部崛起的基礎(chǔ)，也是整個(gè)中部地區(qū)實(shí)現(xiàn)崛起的關(guān)鍵。 【 關(guān)鍵詞】 資本市場(chǎng) 中部崛起 資本市場(chǎng)環(huán)境 以人為本 中南財(cái)經(jīng)政法大學(xué)武漢學(xué)院畢業(yè)論文 22 Abstract Besides “Development of the West Resinous” and “Revival of the Northeast”, the government has put forward another development strategy of “Rising in the Center Regions”. “Rising in the Center Regions” was another important strategic decision that Central made to implement balanced and sustainable development in different regions of China. On the two Conferences (the National People39。s Congress and the Chinese Political Consultative Conference) in 2021, premier Wen clearly stated “rising in the center regions strategy. After that, they requested Wuhan which is in Hubei as the leader of the plan, and Wuhan also stated that rising in the Center Regions, Wuhan first”. Meanwhile, another five central provinces and capitals also proposed their own rising at first goal in succession. It seems as if it is unavoidable that they fight for the rising leader. The author believe that if Wuhan want to take the lead to rise in central China, it must get help from the capital market vigorously, and put their economic and financial advantages in the central region into full play. It must promote the building of the financial system actively which is characteristics with bill market, insurance market, public debt market and discount market, etc. If they want to develop capital market in Wuhan, they must do as follows. At first, it should take full use of the existing advantages and strive for the support of state policies actively to establish and plete a diversified and multilevel capital market. At second, it should foster excellent capital market participants vigorously and expand further capital market financing mechanism. At third, it should strengthen the construction of the financial market software, and optimize the environment of the capital market. It also should lay a solid capital market innovation brands and enhance the driving force. Finally, it should establish a people oriented concept. During the process of the promotion of the central economic rise, capital market plays a decisive role, and the government should proceed to plete the system of laws and regulations on the capital market as well as a series of preferential policies which are attached to the capital market to form a depression which is helpful for the capital to inflow and gather. The author believes that perfect capital market is the inherent requirement for Wuhan to rise at first. Wuhan’s rise in the central region cannot be achieved without the support of funds and the construction of strategic fulcrum makes Wuhan have an urgent need more than ever for a strong capital market support. A sound, vibrant capital market is the foundation for Wuhan to rise at first in central China as well as the key for the whole central region to rise.
