Chair:Delegate of [country] motion to close debate,those countries who are in favour of this motion please raise your placards 問題（ Point） 任何與會人員在沒有人作臺上發(fā)言（主席團的發(fā)言不屬于臺上發(fā)言，除非主席 團成員因特殊原因前往發(fā)言臺發(fā)言）時，可向主席團以口頭形式提出問題；以書面（即意向條）形式提出問題時，不受任何限制。問題的種類如下： 問題種類 說明 程序性問題 Point of Order 就提出方不明晰或提出方認為錯漏的程序作提出 個人特權(quán)問題 Point of Personal Privilege 就提出方申請離席作提出 特殊說明： 問題僅可向主席團提出，同時，主席團不能無視問題的提出。 *意向條 Page 代表有任何問題，或者需要進行游說、溝通，都可以通過傳意向條的方式向其他代表或者主席表達。會 場有工作人員負責傳遞。 附議（ Seconded） 此處特指在作程序性表決（ Procedural Vote）之前的一項程序，由主席團接納某動議后作詢問，認為該動議有討論價值（無論本國是否支持 /反對該動議所指的內(nèi)容）即可舉牌附議，動議國不得自行附議。在獲得一國或以上的附議后，主席團才將該動議提交表決，否則該動議不需表決，直接否決。 8 程序性表決（ Procedural Vote） 程序性表決即任何非針對文件的表決，一般以主席團詢問有否贊成（特殊動議如“關(guān)閉正式發(fā)言名單”等還需詢問有否反對），代表舉牌投票，以 該表決對象的法定票數(shù)通過。 三、投票階段 投票（ Voting） 正式發(fā)言名單已關(guān)閉或名單上的發(fā)言國已盡后，一般性辯論結(jié)束，進入投票階段，此時享有投票權(quán)的應僅為理事國，表決對象應為決議草案，表決完畢后由主席團進行統(tǒng)計并通報。表決采取唱名表決（ Roll Call Vote），有兩種投票方式，說明如下： 投票方式 說明 單式投票Single Pattern 各理事國僅可選擇投贊成（ Yes）、反對（ No）或棄權(quán)（ Abstain）三者中任一者一次 疊式投票 Double Pattern 各理事國可于首輪投票中選擇贊成、反對、棄權(quán)或過（ Pass）四者中任一者一次，次輪投票僅針對首輪投票中選擇過的理事國，其僅可選擇贊成或反對兩者中任一者一次 特殊說明： 投票前如主席團無規(guī)定或說明則默認為單式投票。 Chair:Now there is a Draft Resolution handed by [the country], which has been approved by the Director, and is given to every delegate as Draft Resolution .
