【文章內(nèi)容簡介】 發(fā)《林業(yè)建設(shè)項目可行性研究報告編制規(guī)定》（試行）；⑶苗木、肥料等物質(zhì)材料設(shè)備價格及勞務(wù)費按目前市場現(xiàn)行價格估算；⑷原國家計委《建設(shè)項目前期工作咨詢收費暫行規(guī)定》（計價格[1999]1283號）；⑸財政部《基本建設(shè)財務(wù)管理規(guī)定》（財建[2002]394號）；⑹《工程勘察設(shè)計收費管理規(guī)定》（計價格[2002]10號）；⑺原國家計委《招標代理服務(wù)收費管理暫行辦法》（計價格[2002]1980號）；⑻《國家計委、國家環(huán)?？偩株P(guān)于規(guī)范環(huán)境影響咨詢收費有關(guān)問題的通知》（計價格[2002]125號）；⑼河南省現(xiàn)行的有關(guān)技術(shù)經(jīng)濟指標、地方標準；⑽其他相關(guān)資料。 投資估算（詳見附表4），構(gòu)成如下： 實生苗費用按照當前價格，，750畝獼猴桃良種園共需獼猴桃實生苗1050萬株。 接穗費用，接芽利用率按60%計算，嫁接1050萬株獼猴桃實生苗，需要接芽1750萬個，費用350萬元。（包含食宿、交通、工錢等），嫁接1050萬株獼猴桃實生苗，費用210萬元。整地、施肥、除萌 、搭架、松綁、摘心、土肥水管理、病蟲害防治等工時費用平均2600元/畝（平均64天/畝，40元/天），架材、肥料、藥劑等費用平均400元/畝，750畝費用共計為225萬元。地租平均400元/畝，750畝費用為30萬元。電費平均100元/畝，水管水泵平均8元/畝。 資金籌措，申請中央投資資金1000萬元，%，%，詳見附表4。第九章 效益分析項目建成后，產(chǎn)優(yōu)質(zhì)獼猴桃苗木共計588多萬株，共計可發(fā)展優(yōu)質(zhì)獼猴桃基地6萬畝，年產(chǎn)鮮獼猴桃9000萬kg（豐產(chǎn)年），經(jīng)濟效益可觀。 生態(tài)、社會效益顯著項目實施后，可為植樹造林，綠化祖國，美化環(huán)境和產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整做出更大的貢獻，從而使項目區(qū)森林覆蓋率進一步增長，森林資源質(zhì)量得到明顯提高，進而有效地改善生態(tài)環(huán)境，增強抗災(zāi)防災(zāi)能力，減少自然災(zāi)害的損失。本項目建成后，除了具有較好的直接經(jīng)濟效益，為大量營造優(yōu)質(zhì)獼猴桃基地提供苗木保障外，還能吸收大量的社會閑散勞動力，同時為社會造就大量的技術(shù)勞工，主要表現(xiàn)為以下幾個方面。①帶動區(qū)域內(nèi)的上下游產(chǎn)業(yè)發(fā)展，增強了項目區(qū)的綜合經(jīng)濟實力，是一個利國利民的項目。②提供社會就業(yè)機會，在經(jīng)營期內(nèi)每年平均安排40多個農(nóng)村剩余勞動力就業(yè)。③有利于提高林業(yè)技術(shù)和管理水平。在項目實施過程中，從建設(shè)到經(jīng)營都采用先進的經(jīng)營管理手段，將極大地促進當?shù)赜缧袠I(yè)的科學化、集約化和規(guī)?；l(fā)展，為推動林業(yè)科技進步起到帶動示范作用；同時為保證項目建設(shè)質(zhì)量，將不斷對勞動者進行技術(shù)培訓，形成輻射效益，使項目區(qū)勞動者素質(zhì)和科技水平在總體上得到提高，從而促進農(nóng)村社會主義精神文明建設(shè)。第十章 項目總評價本項目的可行性是從分析市場需求和項目地區(qū)條件開始，充分吸收現(xiàn)有高新技術(shù)成果的基礎(chǔ)上分步驟進行研究的，經(jīng)營方案和技術(shù)措施是可行的。項目布局合理，土地、勞力資源充足，獼猴桃在該地生長良好，當?shù)鼐用裼蝎J猴桃育苗、栽培的豐富經(jīng)驗。項目縣領(lǐng)導重視，組織管理機構(gòu)有保障，西峽縣林業(yè)局對本項目的積極性很高，自籌資金有保證，能夠保證實現(xiàn)本項目建設(shè)的預期目標。本項目的實施，將為建設(shè)優(yōu)質(zhì)高產(chǎn)的獼猴桃生產(chǎn)基地提供苗木，為當?shù)啬酥林苓叺貐^(qū)的農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整做好了前提準備。同時將提高森林覆蓋率，促進生態(tài)環(huán)境的良性循環(huán)，提供勞動就業(yè)機會，因此對項目地區(qū)的環(huán)境和社會發(fā)展將有積極的影響。本項目的實施，將為我省種苗建設(shè)提供重要的示范作用，促進我省種苗工程向產(chǎn)業(yè)化、專業(yè)化的快速發(fā)展，實現(xiàn)科技興林，推動林業(yè)管理水平的全面提高，加快我省種苗產(chǎn)業(yè)的由擴散性向集約經(jīng)營的轉(zhuǎn)變。綜上所述，基地的建設(shè)，是一項功在當代、利在千秋，集科研、推廣、經(jīng)營于一體，融生態(tài)、社會、經(jīng)濟效益于一身的工程，本項目的實施，無論從經(jīng)濟、社會和生態(tài)效益的角度出發(fā)進行評價，本項目都是可行的。西峽縣林業(yè)局2010年5月4日20ag an employment tribunal clai Emloyment tribunals sort out disagreements between employers and employees.
