【文章內(nèi)容簡介】 83。 7 2．發(fā)揮政策優(yōu)勢 7 3．發(fā)揮科教資源優(yōu)勢 7 4．發(fā)揮自然資源優(yōu)勢 8 四、展望 8 注 釋 8 參考文獻(xiàn) 8 1 湖北省低碳經(jīng)濟(jì)發(fā)展現(xiàn)狀與展望 摘 要： 自 2021年哥本哈根氣候大會以來，低碳經(jīng)濟(jì)成為世 界性的課題，各國際組織、各國政府都在研究如何合作減低碳排放，減少環(huán)境污染，保護(hù)環(huán)境。中國政府出臺一系列政策鼓勵發(fā)展低碳經(jīng)濟(jì)。在這個(gè)大背景下，湖北省對低碳經(jīng)濟(jì)進(jìn)行了研究并出臺了鼓勵政策。本文從低碳經(jīng)濟(jì)產(chǎn)生的國際國內(nèi)背景，以及當(dāng)前低碳經(jīng)濟(jì)的發(fā)展?fàn)顩r出發(fā)，對湖北省低碳經(jīng)濟(jì)的發(fā)展現(xiàn)狀進(jìn)行了研究，發(fā)現(xiàn)湖北省低碳經(jīng)濟(jì)存在著能源匱乏、高煤炭消耗、產(chǎn)業(yè)結(jié)構(gòu)不合理，以及大能源投入和環(huán)境容量有限的問題，并提出了從產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，推廣新能源技術(shù)，發(fā)揮湖北特有區(qū)位、政策、科教資源和自然資源優(yōu)勢出發(fā)的相應(yīng)對策。 關(guān)鍵詞 ：低碳經(jīng)濟(jì) ；高能耗；新能源技術(shù) The Status of Development and Prospection of Lowcarbon Economy in Hubei Province Abstract： After the 2021 Copenhagen climate conference,Lowcarbon Economy has been a worldwide issue that all international anizations and governments are studying how to cooperate with each other to decrease the emission of carbon and to reduce the pollution of the environment in order to protect the government has issued a series of policy to encourage the development of the Lowcarbon such circumstance, the government of HuBei Province put forward some policies after research toward Lowcarbon Economy, from the background that Lowcarbon Economy produces and the development status of Lowcarbon Economy,the thesis takes the development status of Lowcarbon Economy into research and finds out that there are some problems existing in the Lowcarbon Economy of HuBei Province,such as the lack of resources,the high consumption of coal,the unreasonable settlement of industrial structure and the limitation of the capacity of the ,the thesis put forwards corresponding policy based on the adjustment of the industrial structure,the promotion of new energy technology and the location,policy,science and education resources,and natural resources advantages that HuBei Province takes.
