全國農(nóng)村飲水與鄉(xiāng)鎮(zhèn)供水發(fā)展戰(zhàn)略(更新版)
【正文】 化建設(shè)的重要內(nèi)容之一。因此，隨著農(nóng)民生活水平的提高，到21世紀(jì)大部分農(nóng)民將會要求建設(shè)自己的自來水，來擺脫自己打井、搖轆轤、挑水等費力、麻煩的取水方式，飲用衛(wèi)生、方便的自來水將成為21世紀(jì)農(nóng)民新的追求。，在鞏固、提高東部農(nóng)村水利基礎(chǔ)設(shè)施能力的同時，加大中西部地區(qū)農(nóng)村飲水和鄉(xiāng)鎮(zhèn)供水的投入，加快中西部農(nóng)村水利基礎(chǔ)設(shè)施建設(shè)。2001年至2005年為第一階段，重點解決符合現(xiàn)行標(biāo)準(zhǔn)的特困人口飲水困難問題；20062015年為第二階段，農(nóng)村飲水工作重點將由以解決飲水困難問題為主轉(zhuǎn)向以工程技術(shù)改造、提高供水標(biāo)準(zhǔn)和發(fā)展農(nóng)村自來水為主。鄉(xiāng)鎮(zhèn)供水的目標(biāo)是，到2015年縣(縣級市)、建制鎮(zhèn)、%、%%；排水管道服務(wù)面積普及率達到30%左右。 西北地區(qū)西北地區(qū)水資源貧乏，經(jīng)濟欠發(fā)達，多數(shù)地方財政狀況差，群眾生活困難，應(yīng)把鄉(xiāng)鎮(zhèn)供水和農(nóng)村飲水作為西部大開發(fā)的基礎(chǔ)條件之一看待，要加大中央投資力度，采用小水源及窯窖工程形式，解決當(dāng)?shù)氐娘嬎щy問題；小城鎮(zhèn)建設(shè)要根據(jù)水資源的承載能力，適度發(fā)展，保證供水能力與水資源相協(xié)調(diào)。 完善政策法規(guī)體系，保障農(nóng)村飲水和鄉(xiāng)鎮(zhèn)供水健康發(fā)展改革開放以來，為使我國農(nóng)村飲水、鄉(xiāng)鎮(zhèn)供水建設(shè)與管理走向規(guī)范化、法制化，水利部相繼編制、頒布了適合中國國情，比較科學(xué)、完整的專業(yè)性政策法規(guī)，保證了我國農(nóng)村飲水和鄉(xiāng)鎮(zhèn)供水事業(yè)的健康發(fā)展。 打破觀念，解放思想建立良性的農(nóng)村供水和鄉(xiāng)鎮(zhèn)供水建設(shè)投資機制農(nóng)村飲水和鄉(xiāng)鎮(zhèn)供水建設(shè)任務(wù)重、范圍廣，可靠的投資來源是保障其發(fā)展的基石。更重要的是規(guī)模經(jīng)營有利于發(fā)揮集團的融資優(yōu)勢，發(fā)展新的供水項目，實現(xiàn)規(guī)模效益。加大國家有關(guān)節(jié)水技術(shù)政策和技術(shù)標(biāo)準(zhǔn)的貫徹執(zhí)行力度，制定并推行節(jié)水型用水器具的強制性標(biāo)準(zhǔn)，積極推廣節(jié)水型用水器具的應(yīng)用，提高生活用水效率，節(jié)約水資源。2． 錢正英、張光斗 《中國可持續(xù)發(fā)展水資源戰(zhàn)略研究綜合報告及各專題報告》，北京：中國水利電力出版社，2001。Development Strategies of Rural and Town Water SupplyLiu Qunchang Liu Wenchao Xu DiNational Center of Efficient Irrigation Engineering and Technology Research BeijingAbstract To acquire safe water supply is the basic demand of human beings.
