The both sides have formed a strong cultural conflict in business ideas, values, institutional culture, human resources management system and incentive mechanism, information systems, management methods. A series of culture problems (issues related to management, interpersonal relations, anizational culture). The both sides of the restructure are lack of understanding, not meet each other, lack of coordination and lack of clear objectives and plan of the restructure, the issues above prevented further development of enterprises. The enterprises want to succeed in an increasingly petitive environment, get the advantage, and build their own core petencies. To recreate a new anizational culture in the strategic guidance of the new China Uni have bee the urgent task of the new China Uni.
