And the planning outline of the project management is worked out before the bidding by the management of the pany, in order to bid and meeting to the bidding document and contract document. The planning has involved in the external objective environment, the internal anization and management, the munication and coordination of the related parties, the measures of the project implementation and the information management and other aspects. It also is the programmatic document of the given project management. It is a foundation of contracting and working out execution planning for construction project management after successful. This design based on the project management, the risk management, the information management, the construction technology and other theories, and formulated the technical measures to develop the project implementation。 the planning outline for construction project management 山東建筑大學(xué)畢業(yè)設(shè)計(jì)說明書 —zhangliang zhangliang 1 1 前 言 編制的背景 我國建筑市場競爭激烈，國家為保證建筑市場有序公平競爭，于 2021 年 7 月 1 日頒布國家標(biāo)準(zhǔn)《建設(shè)工程 工程量清單計(jì)價(jià)規(guī)范》 (GB 50500—2021)，標(biāo)志著我國計(jì)價(jià)模式轉(zhuǎn)向由企業(yè)自主報(bào)價(jià)的計(jì)價(jià)模式。 編制的意義 項(xiàng)目管理規(guī)劃大綱的編制，通過對(duì)工程項(xiàng)目質(zhì)量目標(biāo)、進(jìn)度目標(biāo)、投資目標(biāo)三大目標(biāo)控制和工程項(xiàng)目的風(fēng)險(xiǎn)管理和信息管理進(jìn)行分析并提出有效技術(shù)組織措施，以達(dá)到建設(shè)方的建設(shè)功能要求、投資要求、質(zhì)量要求和工期要求等目標(biāo)要求。 （ 2） 根據(jù)地質(zhì)報(bào)告，勘探期內(nèi)勘探深度內(nèi)未見地下水 ，場地排水通暢，場地地基土質(zhì)無滯水現(xiàn)象。 （ 2） 合同工期： 198 天 。 （ 2）該工程位于敬老院內(nèi)， 注意環(huán)境衛(wèi)生； 夜間施工，應(yīng)充分考慮各種因素，采取積極措施， 做好各種組織工作，避免擾民，保證工程施工順利進(jìn)行。 ② 開工前撥付工程備料款 為 20%的工程合同價(jià) 。 施工項(xiàng)目管理特點(diǎn)及總體要求 施工項(xiàng)目管理特點(diǎn) （ 1） 施工項(xiàng)目管理的對(duì)象是施工項(xiàng)目。由于施工項(xiàng)目各階段管理內(nèi)容差異大，因此要求管理者必須進(jìn)行有針對(duì)性的動(dòng)態(tài)管理，要使資源優(yōu)化組合，以提高施工效率和效益。 （ 2）目標(biāo)工期比計(jì)劃工期提前 10 天， （計(jì)劃工期 為 合同工期 ） 。 山東建筑大學(xué)畢業(yè)設(shè)計(jì)說明書 —zhangliang zhangliang 5 3 項(xiàng)目范圍管理規(guī)劃 項(xiàng)目的工作范圍 本項(xiàng)目涉及范圍較廣，工程量大，工作內(nèi)容多，為了準(zhǔn)確地明確項(xiàng)目的工作范圍，制定項(xiàng)目工作 分解 結(jié)構(gòu)解碼表 ，如表 。 ② 不利條件：施工現(xiàn)場狹小，大部分材料加工、 堆放場地 有限 ， 必須合理布局 。 （ 3）項(xiàng)目系統(tǒng)界面分析 項(xiàng)目系統(tǒng)界面應(yīng)包括目標(biāo)系統(tǒng)界面、技術(shù)系統(tǒng)界面、行為系統(tǒng)界面、組織系統(tǒng)界面、項(xiàng)目的各類系統(tǒng)與環(huán)境系統(tǒng)的界面，項(xiàng)目的各類系統(tǒng)與上層組織之間的界面。 （ 3）工期目標(biāo)：合同工期為 2021 年 9 月 1 日開工， 2021 年 3 月 17 日 竣工，工期 198天。 （ 2）項(xiàng)目成本總目標(biāo)：目標(biāo)成本降低率控 制在 2%。 （ 2）材料和設(shè)備的供應(yīng)方式：乙方包工包料包設(shè)備 ； 甲方供應(yīng)裝飾材料（墻、地面磚） 。 山東建筑大學(xué)畢業(yè)設(shè)計(jì)說明書 —zhangliang zhangliang 9 圖 項(xiàng)目經(jīng)理部組織框架圖 （ 2） 原則性 作為項(xiàng)目經(jīng)理和總工程師應(yīng)具備以下素質(zhì)、能力要求： ① 忠于職守、勇于負(fù)責(zé)、以身作則，嚴(yán)格要求自己，做好模范帶頭作用，對(duì)工程進(jìn)度、計(jì)劃、質(zhì)量、安全、文明施工、后勤保衛(wèi)全面負(fù)責(zé)。 ⑤ 組織定位工程的質(zhì)量評(píng)定工作，參加隱蔽工程驗(yàn)收和分部 分項(xiàng) 工程質(zhì)量評(píng)定。 ③ 熟悉施工圖紙，參加圖紙自審，確保按圖施工。編寫（或檢查分包）分部分項(xiàng)工程技術(shù)（安全）交底書，簽發(fā)用料單，向工人進(jìn)行交底。 ⑦ 做好隱蔽工程驗(yàn)收和分部分項(xiàng)工程質(zhì)量評(píng)定。 ⑩ 負(fù)責(zé)做好貫標(biāo)程序文件中所分管要素的工作。 ④ 參與編
