。下面，請允許我結(jié)合會議議題闡述中方的立場。中方認(rèn)為，化武銷毀逾期問題對維護公約權(quán)威、推動各國兌現(xiàn)履約承諾及促進禁化武組織發(fā)展有重大、深遠、復(fù)雜影響，是禁化武組織年內(nèi)面臨的最重要問題。Over a long period of time, chemical weapons abandoned by Japan in China have posed a grave threat and caused real harm to people in the affected areas in China in terms of safety of their life, property and plete and thorough destruction of Japanese ACWs within the deadline prescribed by the Convention is a matter that will bear on chemical demilitarisation, which is the core objective of the ，但總體銷毀進程仍嚴(yán)重滯后，中方對在公約規(guī)定時限內(nèi)完成日遺化武銷毀的前景深表憂慮。While destruction operation officially started last October, the rate of progress in the overall process of destruction still falls far behind is deeply worried about whether the destruction of Japanese ACWs will be pleted within the final extended deadline prescribed by the urge Japan, while ensuring the safety of people and environment in China, to formulate feasible and detailed plans, increase all types of inputs, introduce more effective monitoring measures, and make the utmost to accelerate the pace of destruction, so as to fulfil, strictly and earnestly, its obligations under the Convention as the Abandoning will continue to provide appropriate cooperation in this mend the positive efforts of the Secretariat in advancing the Japanese ACW destruction process, and hope to see the Secretariat’s continued constructive ，Mr Chairperson，關(guān)于禁化武組織轉(zhuǎn)型，中方認(rèn)為，在庫存及遺棄化武銷毀完成之前，將禁化武組織工作重點過早由化武裁軍向其他方向轉(zhuǎn)移是不合適的。關(guān)于工業(yè)設(shè)施年視察總數(shù)及不同設(shè)施間視察分配問題，中方認(rèn)為，宜全面、充分考慮公約規(guī)定的設(shè)施風(fēng)險度、地域平衡、設(shè)施本身情況、締約國負(fù)擔(dān)等因素，以協(xié)商一致方式達成為各方接受的最終解決辦法。Enhancing international cooperation is of great and profound significance to the full implementation of the Convention, as this is an important hinge point for efforts to promote universality of the Convention, ensure safety and security of industry facilities in various countries, and improve the capacity of developing countries in industry weles the workshop on international cooperation in November 2010, which was successfully held and produced a final report, and China wishes to take that as a basis for indepth discussions with all parties in an effort to formulate concrete measures for the full implementation of Article ，Mr the impartiality and nondiscrimination of the international efforts in nuclear nonproliferation should be ensured, and a balance between nonproliferation and peaceful use of nuclear energy should be legitimate rights of each state to peaceful use of nuclear energy should be respected and ensured, and the practice of double standard should be firmly ，切實鞏固和加強國際核不散法律體系。各國還應(yīng)在打擊核恐怖主義方面加強合作。s nonproliferation legal system should be consolidated and universality, authority and effectiveness of the NPT should be further promoted, the safeguard capability of the International Atomic Energy Agency(IAEA)be strengthened and the Resolution 1540 of the UN Security Council be implemented in a prehensive ，在全球范圍內(nèi)提升核安全水平。應(yīng)尊重和保證各國和平利用核能的正當(dāng)權(quán)利。Firstly, foster a peaceful and stable international environment with security for all, respect the security interests of each other, and enhance mutual trust, so as to remove the root causes to reserve or seek nuclear ，堅持通過對話與談判解決防擴散熱點問題。Thirdly, the international munity should exert joint efforts to advance the multilateral nuclear disarmament Comprehensive Nuclear Test Ban Treaty(CTBT)should be brought into force at an early date, and the negotiation on the Fissile Material Cutoff Treaty should be started in the framework of Conference on Disarmament(CD)in Geneva as soon as efforts of countries of relevant regions to establish nuclearweaponfree zones on the basis of consultations among themselves and voluntary agreements must be respected and 、國際社會應(yīng)適時制訂一項切實可行的分階段長遠規(guī)劃，包括締結(jié)《全面禁止核武器公約》，在有效國際監(jiān)督下，最終實現(xiàn)全面、徹底核裁軍。Secondly, nuclearweapon states should reduce the role of nuclear weapons in their national security and abandon the doctrines of nuclear deterrence based on the first use of nuclear weapons, so as to practically reduce nuclear nuclearweapon states should undertake clearly and unconditionally not to use or threaten to use nuclear weapons against nonnuclearweapon states or nuclearweaponfree zones, and conclude a legallybinding international instrument on the meantime, nuclearweapon states should negotiate and conclude a treaty on nofirstuse of nuclear weapons against one 、國際社會應(yīng)共同努力，積極推進多邊核裁軍進程。我們歡迎美俄談判新的雙邊核裁軍協(xié)議，希望雙方早日達成協(xié)議。China maintains that, in order to further push forward
