This continued through the thorough research to identify the bidding, the main problems of four key factors ,such as bidding scheme of requirement analysis, bidding section, divided section,the qualification examination of the choice of the ways of examination, various types of execution of the contract and mode and selection strategy, evaluation scheme evaluation methods selection and evaluation process. And wrote the bidding scheme and write pilation guide qualification examination, operation guideline, evaluation work operation guide, for the execution of the contract type mode and method of choice is summarized.
