In this circumstance, the petence of claims and level of claims management is being more and more important to the contractors’ profitability. This article, based on the worldwideaccepted FIDIC conditions of contract for construction (version of “1999”), thoroughly studies the claim strategies for contractor and the establishment of the preliminary claim expertise model by bringing in the claim matrix which is a new tool in international engineering claim management, by means of deeply interpreting the claimrelated clauses in the general conditions of FIDIC conditions of contract for construction （ version of “ 1999”），carefully unscrambling claim procedure, systematically generalizing the content of cost claim and its
