[Key words] Distribution center； Influencing factor； The principle and process of planning； Location model 2 前 言 在物流系統(tǒng)中 , 配送中心、倉庫、銷售點等設(shè)施地點的選擇是物流系統(tǒng)優(yōu)化的一個具有戰(zhàn)略意義的問題 , 其中配送中心的位置顯得更加重要。 一、 物流配送中心 相關(guān)理論 概述 （一）物流配送中心的概念 物流配送中心也稱為物流中心、流通中心、集配中心，它是為了實現(xiàn)物流系統(tǒng)化、效率化，專門從事商業(yè)配送業(yè)務(wù)的物流基地。 （二 ） 物流配送中心的發(fā)展現(xiàn)狀 1. 配送中心設(shè)施利用率低，發(fā)展緩慢 從總體上看，我國物流倉儲設(shè)施仍較陳舊落后，而且倉儲物流設(shè)施結(jié)構(gòu)不合理，貨場、低檔通用庫多，適合當前社會要求的冷藏、調(diào)溫等專用庫少。物流企業(yè)大多數(shù)規(guī)模較小，缺乏覆蓋面較廣的物流配送服務(wù)網(wǎng)絡(luò)。 1. 適應(yīng)性原則 配送中心的選址和規(guī)劃應(yīng)與國家、省、市的經(jīng)濟發(fā)展整體方針、政策相適應(yīng)，與我國物流資源分布和需求相適應(yīng)，與國民經(jīng)濟和社會發(fā)展的階段相適應(yīng)。 選址時應(yīng)統(tǒng)籌規(guī)劃物流配送中心這兩部分費用以總費用最低作為配送中心選址的經(jīng)濟性原則。一般情況 下， 在把握好物流配送中心選址規(guī)劃應(yīng)遵循的原則上， 配送中心選址 規(guī)劃 主要考慮以下因素：目標市場及供應(yīng)商的分布、交通運輸條件、自然環(huán)境條件、土地條件、社會環(huán)境與政策因素等幾種。另外 ，在選址過程中還應(yīng)該考慮原材料、燃料、動力、水資源等條件。物流配送中心的選址首先保障所選場址的交通運輸?shù)谋憷院涂蛇x擇性，尤其是一些大型的綜合性的配送中心，其大量的業(yè)務(wù)及種類繁多的業(yè) 務(wù)必然會接觸到多種運輸方式，所以配送中心選址和規(guī)劃對于其運輸條件要求甚高，優(yōu)越的交通條件對于選址有著極為重要的意義。自然條件中氣候因素也是一個相當大的影響因素，在配送 中心選址規(guī)劃前應(yīng)詳細了解當?shù)氐淖匀粴夂颦h(huán)境，如降雨量、濕度、臺風(fēng)、地震、山洪、泥石流等自然因素都應(yīng)考慮在內(nèi)。配送中心的場址時應(yīng)盡量選在物流園區(qū)、工業(yè)園區(qū)或經(jīng)濟開發(fā)區(qū)。 5. 社會環(huán)境與政策因素 社會環(huán)境和 政策因素也是物流選址評估和總體規(guī)劃的重點之一，不同的社會環(huán)境有時對選址也有著不同程度的影響，特別是國外建設(shè)實施時更應(yīng)該注意的當?shù)氐纳鐣驼苇h(huán)境。良好的社會環(huán)境和政策條件為我國物流業(yè)的快速發(fā)展提供了保證。另外物流配送中心選址及網(wǎng)點布局決策也是物流系統(tǒng)的長期規(guī)劃項目之一，建設(shè)場址一旦選定則很難再改變，因此通常需要在要全面考慮眾多影響因素后在進行物流配送中心選址網(wǎng)點布局決策程序。 1. 籌劃準備階段 在對大量的歷史資料的收集整理及對物流系統(tǒng)現(xiàn)狀的進一步了解的情況下，根據(jù)服務(wù)對象的需求條件， 對選址目標提出要求，確定物流配送中心的選址原則并提出選址所需要的技術(shù)經(jīng)濟指標（產(chǎn)品、生產(chǎn)規(guī)模、運輸條件、需要的物力資源和人力資源，以及各種
