Have experts predict that China will soon bee the world39。其次，對能源的消耗過大。這種狀況與經(jīng)濟(jì)結(jié)構(gòu)不合理、增長方式粗放直接相關(guān)。進(jìn)一步加強(qiáng)節(jié)能減排工作，是應(yīng)對全球氣候變化的迫切需要。 一、基本概念 節(jié)約能源概念 節(jié)約能源指的是降低能源消 耗、減少污染排放。 按照世界能源委員會 1979 年提出的“節(jié)能”定義，是指“采取技術(shù)上可行、經(jīng)濟(jì)上合理、環(huán)境和社會可接受的一切措施，來提高能源資源的利用效率。 1995 年，世界能源委員會把“能源效率”定義為：“減少提供同等能源服務(wù)的能源投入”。由于同一種服務(wù)可以采用多種能源、多種技術(shù)來提供，可以根據(jù)經(jīng)濟(jì)、技術(shù)、社會、環(huán)境等因素，選擇成本最低的方案，據(jù)此分析能源需求的趨勢和節(jié)能的潛力，優(yōu)化能源結(jié)構(gòu)，取得最大的經(jīng)濟(jì)效益。我國“十一五”規(guī)劃綱要提出，“十一五”期間單位國內(nèi)生產(chǎn)總值能耗降低 20% 左右、主要污染物排放總量減少 10%。 雖然人們不斷理解和研究，可持續(xù)人類發(fā)展的內(nèi)涵有以下幾點(diǎn)：（ 1）可持續(xù)發(fā)展最先關(guān)注窮人，盡量的多給窮人提供工作的機(jī)遇，盡可能的讓所有的窮人參與決定他們生活的決策活動。至此，可持續(xù)發(fā)展的思想逐漸得到了完善，并日趨成熟。如果按照 2020 年的開采量進(jìn)行計(jì)算，我國化石燃料在100 年將會枯竭。 能源資源分布 極不平衡 我國的煤炭資源主要分布在華北和西北地區(qū)，這兩個地區(qū)的煤炭資源分別占全國煤炭資源儲量的 %和
