業(yè)工程論文答辯日2013年4月18日期2013年5月12日摘要作為中國(guó)五大中心城市之一，在新型城市化建設(shè)推動(dòng)下，廣州市經(jīng)濟(jì)迅速發(fā)展的同時(shí)，城市生活垃圾產(chǎn)量也在急劇增長(zhǎng)。如何對(duì)城市垃圾進(jìn)行妥善解決，為廣大市民創(chuàng)造一個(gè)健康的生活工作環(huán)境，已成為廣州市政府和人民關(guān)心并認(rèn)真思考的重要問(wèn)題。本文首先介紹了廣州城市生活垃圾分類回收管理取得的成效，結(jié)合發(fā)展循環(huán)經(jīng)濟(jì)的現(xiàn)實(shí)需要，闡述了垃圾分類回收管理工作的必要性和迫切性。在運(yùn)用公共管理學(xué)和公共經(jīng)濟(jì)學(xué)等相關(guān)理論的基礎(chǔ)上，經(jīng)過(guò)調(diào)研，分析了廣州市現(xiàn)行城市生活垃圾分類回收管理制度方面存在的問(wèn)題，例如政府管理職能不到位；垃圾收費(fèi)制度落實(shí)難，基礎(chǔ)設(shè)施建設(shè)缺乏資金投入；垃圾分類回收缺乏企業(yè)參與，垃圾分類回收的市場(chǎng)化水平較低；市民和城鎮(zhèn)居民的垃圾分類回收意識(shí)不強(qiáng)等。針對(duì)以上問(wèn)題，結(jié)合廣州市城市建設(shè)與管理的實(shí)際情況，本文對(duì)廣州市城市生活垃圾分類回收管理工作提出了一些建議措施：通過(guò)強(qiáng)化政府職能，全面落實(shí)垃圾收費(fèi)制度，促進(jìn)垃圾分類回收科學(xué)化管理；尋求垃圾分類回收的多元融資渠道；加大力度建立與市場(chǎng)經(jīng)濟(jì)相適應(yīng)的垃圾分類回收管理模式；通過(guò)政策扶持、資金投入和加強(qiáng)宣傳的方式，促進(jìn)垃圾分類回收管理的科學(xué)發(fā)展；加大宣傳教育力度，強(qiáng)化公眾參與垃圾分類回收的責(zé)任意識(shí)?？傊行У貙?duì)垃圾進(jìn)行分類回收管理不僅能解決廣州城市生活垃圾量不斷增長(zhǎng)的問(wèn)題，解決政府與民眾的困擾，而且能促進(jìn)廣州經(jīng)濟(jì)可持續(xù)發(fā)展，I達(dá)到經(jīng)濟(jì)效益、環(huán)境效益和社會(huì)效益的共贏。[關(guān)鍵詞]廣州大學(xué)城。廢棄物。循環(huán)利用IIAbstractAs
