Software lifecycle has held a dominant position in the past, but in recent years with the development of objectoriented, objectoriented methods are gradually replace a lifecycle approach to the mainstream of software development methods, and objectoriented software development mode immediately bee the focus of the study. Rational Unified Process is a software engineering Process which is use case driven，architecturecentric and using iterative and incremental developing method. It assimilate the excellence research fruits of the Object Orient software engineering filed， applies Unified Modeling Language as the visual modeling tool, and supplies the methodological instruction for developing Object Orient software system. RUP is a general framework of software Process. It fit for most software Projects, developing Information system， also need a development Process to advance the quality， efficiency and reusability. This dissertation applied RUP ideology as a guide, integrate with the actual situation of “billcharging system at administrative institutions, the main work and results are as follows: 1. Comparing and analyzing of several objectoriented software process, adopt a unified software RUP process to guide the development of the actual system. 2. Analyze RUP Software Process thinking from RUP life cycle and its anizational structure. 3.
