According to the backgrounds in most counties, not only the developed ones but also the developing ones in which the smallmedium enterprises are the essential mainstays In economy development and society stability. Therefore, the governments in every country pay great attention to the development of the smallmedium enterprises. But due to the highlymercialized banks and the selfdefects of their own, the financing problems for smallmedium enterprises has bee the world topics. Comparatively speaking, this is a relatively pure problem in economic activities in western countries. While in China, the smallmedium enterprises will not only be faced with the problems from the economic activities itself but also the unfavorable effects due to the restricted the economy system and lacking of basic finance regulations. Therefore the financing problems of the smallmedium enterprises turn out to be more plex.
