【正文】 使館工程項目規(guī)劃設(shè)計至工程開工的工作程序Working Procedures for the Embassy Projects(From Planning Design to the Commencement) 外國駐華大使館(以下簡稱使館)須將擬建工程(以下簡稱該工程)的情況正式照會中華人民共和國外交部(以下簡稱外交部)。Foreign Embassy in Beijing (hereinafter referred to as The Embassy) shall present a note to the Ministry of Foreign Affairs of the People’s Republic of China (hereinafter referred to as MFA), forwarding its construction plan of the proposed Project (hereinafter referred to as the Project). 使館就該工程的管理和監(jiān)理事宜與外服局簽訂管理協(xié)議和監(jiān)理協(xié)議[外服局提供協(xié)議草稿,使館繳納管理費和監(jiān)理費]。The Embassy shall sign the Agreements of Management and Supervision with Beijing Service Bureau for Diplomatic Missions (hereinafter referred to as DSB) on the management and supervision of the Project (DSB shall provide the draft of the Agreement and the Embassy shall pay to DSB the fees of management and supervision accordingly). 使館委托一家有資質(zhì)的中國設(shè)計單位(以下簡稱設(shè)計單位)進行該工程方案的初步設(shè)計[使館支付設(shè)計費]。The Embassy shall entrust a qualified Chinese Design Institute (hereinafter referred to as Designer) to do the preliminary planning design for the Project (The Embassy shall pay the design fee). 由北京外交人員服務(wù)局(以下簡稱外服局)代使館向北京市規(guī)劃委員會(以下簡稱市規(guī)委)申報該工程的建設(shè)工程規(guī)劃意見:DSB shall, on behalf of the Embassy, apply for planning suggestions for the Project from the Planning Committee of Beijing Municipality (hereinafter referred to as BMPC)工作周期:自市規(guī)委受理之日起20個工作日(特殊情況下可延長10個工作日)后出審批結(jié)果——建設(shè)工程規(guī)劃意見書(以下簡稱規(guī)劃意見書)。Duration: Upon receiving the application, BMPC shall issue their approval – the Planning Suggestions for the Project in 20 working days (10 more days may be prolonged in special cases)報批所需資料:Submission Documents: 建設(shè)單位出具的申報委托書和填寫完整并加蓋單位印章的“建設(shè)項目規(guī)劃許可及其它事項申報表”;[服務(wù)局提供]Trust deed from the construction unit, and pletely filled “Application Form of Planning Permit and other Matters for Construction Project”, with official seals on it (Provided by DSB). 《建設(shè)用地規(guī)劃許可證》或國有土地使用證、房產(chǎn)證等材料的復(fù)印件1份;[服務(wù)局提供]A copy of “Planning Permit of Construction Site”, or Using Permit of State Owned Land, Property Certificate.(Provided by DSB). 建設(shè)單位對擬建項目情況的說明1份;建設(shè)項目擬加層的,需附設(shè)計部門出具的建筑結(jié)構(gòu)基礎(chǔ)證明文件;[服務(wù)局及設(shè)計單位提供]Description to the propose project from the construction unit, if the project is an addition on the top of the existing building, certificate of foundation structure from the designer should be submitted (Provided by DSB and the Designer). 具有資質(zhì)設(shè)計單位繪制的擬建項目設(shè)計方案圖紙(含主要經(jīng)濟技術(shù)指標)1份;[設(shè)計單位提供] Planning drawing (including technical data) of the proposed project, made by the qualified designer.
