【正文】 碩士學(xué)位論文深圳市環(huán)衛(wèi)服務(wù)外包合作管理效果的影響因素及改進對策研究 申請人：學(xué)科領(lǐng)域：公共管理碩士（MPA）指導(dǎo)教師：2013年6月論文題目：深圳市環(huán)衛(wèi)服務(wù)外包合作管理效果的影響因素及改進對策研究 1學(xué)科專業(yè)：公共管理申請人：指導(dǎo)教師：摘 要在地方政府治理改革的背景下，公共服務(wù)外包逐漸成為公共服務(wù)供給的重要方式。環(huán)衛(wèi)服務(wù)作為較易市場化的公共服務(wù)項目，率先開始了外包實踐。深圳市作為國內(nèi)最早進行環(huán)衛(wèi)服務(wù)外包的城市之一，取得環(huán)衛(wèi)服務(wù)外包成功的同時，也面臨著影響外包發(fā)展的一些問題。本文通過對深圳市環(huán)衛(wèi)服務(wù)外包合作管理效果的影響因素進行研究，分析探討如何解決深圳市環(huán)衛(wèi)服務(wù)外包發(fā)展中的問題，對提升深圳市環(huán)衛(wèi)服務(wù)外包效果，改進環(huán)衛(wèi)服務(wù)外包工作，豐富和充實我國公共服務(wù)外包實踐研究具有積極意義。首先對環(huán)衛(wèi)服務(wù)外包相關(guān)概念進行了界定，系統(tǒng)的梳理了國內(nèi)外環(huán)衛(wèi)服務(wù)外包合作管理及效果方面的文獻研究。對深圳市環(huán)衛(wèi)服務(wù)外包進行深入調(diào)研，立足于深圳市環(huán)衛(wèi)服務(wù)外包合作管理現(xiàn)狀，對深圳市7個行政區(qū)24家政府和服務(wù)商企業(yè)的訪談資料的扎根譯碼，及421份有效調(diào)查問卷的統(tǒng)計分析，識別和分析出了影響合作管理效果的五個影響因素。根據(jù)影響因素的相關(guān)分析，發(fā)現(xiàn)了影響深圳市環(huán)衛(wèi)服務(wù)外包合作管理效果的問題及原因，最后，綜合上述分析結(jié)果提出了進一步改進深圳市環(huán)衛(wèi)服務(wù)外包合作管理效果的對策建議。通過研究分析得出：（1）外包合作管理效果的影響因素為：合同適應(yīng)性、激勵機制、協(xié)調(diào)能力、資源投入、服務(wù)積極性。（2）根據(jù)以上研究發(fā)現(xiàn)并分析了影響深圳市環(huán)衛(wèi)服務(wù)外包合作管理的問題及原因（3）本文給出了進一步改進深圳市環(huán)衛(wèi)服務(wù)外包效果的具體實施建議，從多方面保證公共服務(wù)外包達到良好的合作管理效果，促進公共服務(wù)外包順利實施。關(guān) 鍵 詞：公共服務(wù)外包；環(huán)衛(wèi)服務(wù)外包；合作管理論文類型：應(yīng)用研究——————————————— 本研究得到 資助。49ABSTRACTTitle: Influence Factors and Countermeasures Research of the Cooperation Management Effect of ShengZheng Sanitation Service Outsourcing1Speciality: Public AdministrationApplicant: Supervisor: ABSTRAECTIn the background of local government reform, the outsourcing has gradually bee an important way of public service provision. The sanitation service which is more easily marketoriented firstly began outsourcing as one of domestic cities first implementing sanitation service outsourcing has achieved obvious results,but also faces some paper through to the influence factors of Shenzhen sanitation service outsourcing comanagement study,analyze how to solve the problems of outsourcing it has a positive meaning to further improve the effect of outsourcing comanagement, enrich and substantiate our public service outsourcing practice research.Firstly, based on the literatures analysis, this paper defines the concept of sanitation service outsourcing, and review the relevant domestic and foreign researches. Based on the comanagement status of Shenzhen City Sanitation Service Outsourcing, though rooted decoding of interviews with 24 government departments and service providers in seven Shenzhen districts, and by statistical analysis of 421 valid questionnaires, identify five influential factors of outsourcing comanagement effect. Based on the analysis of influencing factors, found the causes of problems in comanagement effect. Finally, this paper gives the the countermeasures and suggestions to further improve the comanagement effect of Shenzhen City Sanitation Service Outsourcing.Through research analysis, the conclusions of this paper were as follows : (1) Influencing factors of Outsourcing comanagement effect: adaptability of the contract, incentives, coordination, allocation of resources, services enthusiasm. (2) Reasons of problems in Shenzhen Sanitation Service Outsourcing Cooperation management.
