But because the law is still not perfect, in the development of farmers’ professional cooperative process exposes some problem such as members identity not standardized, building purpose is impure, scale heterogeneity and structure simple, lack of leading enterprises. This article based on the analysis of the present situation of farmer professional cooperatives and inquire about the correlation reason to find out the law’s loopholes, in the light of these problems, I think we can take the following strategies: improving the member right acquisition and loss system, constructing cooperative supervision system, strengthen a government to give aid to policy maneuverability, through targeted specific provisions to fill the law loophole.
