【正文】 中國能源安全問題和對策建議中國能源安全問題和對策建議 摘 要：中國是世界上第二大能源生產(chǎn)國和第二大能源消費國，能源是中國經(jīng)濟社會可持續(xù)發(fā)展的基礎(chǔ)，因此能源安全問題是中國經(jīng)濟社會持續(xù)發(fā)展所無法回避的重要課題。目前中國的能源消費進入快速增長期，以石油、天然氣為代表的清潔能源供需矛盾日益突出，進口量越來越大，如何維護中國的能源安全顯得越來越迫切。本文從中國的能源現(xiàn)實狀況出發(fā)，闡述中國能源安全問題的嚴峻性，并基于此提出自己的看法和建議，認為：要積極推動能源結(jié)構(gòu)的戰(zhàn)略性調(diào)整，實現(xiàn)能源結(jié)構(gòu)的優(yōu)質(zhì)化；全面落實能源節(jié)約優(yōu)先，加快轉(zhuǎn)變經(jīng)濟發(fā)展方式；充分利用能源多邊合作機制；實施“走出去”戰(zhàn)略來破解能源困局；建立并完善能源儲備體系。 Summary: China is in the world the second largest energy producer country and second largest energy consumer, the energy is the foundation of Chinese economic society sustainable development, therefore the energy security problem is the important topic that the Chinese economic society sustained development is unable to avoid. At present the energy use of China enters the fast rise period, uses the petroleum and natural gas increasingly to highlight as the clean energy supply and demand contradiction of representative, the import volume is getting bigger and bigger, how to safeguard the energy security in China appears more and more urgent.
