【正文】 中國(guó)能源安全問(wèn)題和對(duì)策建議中國(guó)能源安全問(wèn)題和對(duì)策建議 摘 要：中國(guó)是世界上第二大能源生產(chǎn)國(guó)和第二大能源消費(fèi)國(guó)，能源是中國(guó)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的基礎(chǔ)，因此能源安全問(wèn)題是中國(guó)經(jīng)濟(jì)社會(huì)持續(xù)發(fā)展所無(wú)法回避的重要課題。目前中國(guó)的能源消費(fèi)進(jìn)入快速增長(zhǎng)期，以石油、天然氣為代表的清潔能源供需矛盾日益突出，進(jìn)口量越來(lái)越大，如何維護(hù)中國(guó)的能源安全顯得越來(lái)越迫切。本文從中國(guó)的能源現(xiàn)實(shí)狀況出發(fā)，闡述中國(guó)能源安全問(wèn)題的嚴(yán)峻性，并基于此提出自己的看法和建議，認(rèn)為：要積極推動(dòng)能源結(jié)構(gòu)的戰(zhàn)略性調(diào)整，實(shí)現(xiàn)能源結(jié)構(gòu)的優(yōu)質(zhì)化；全面落實(shí)能源節(jié)約優(yōu)先，加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式；充分利用能源多邊合作機(jī)制；實(shí)施“走出去”戰(zhàn)略來(lái)破解能源困局；建立并完善能源儲(chǔ)備體系。 Summary: China is in the world the second largest energy producer country and second largest energy consumer, the energy is the foundation of Chinese economic society sustainable development, therefore the energy security problem is the important topic that the Chinese economic society sustained development is unable to avoid. At present the energy use of China enters the fast rise period, uses the petroleum and natural gas increasingly to highlight as the clean energy supply and demand contradiction of representative, the import volume is getting bigger and bigger, how to safeguard the energy security in China appears more and more urgent.
