社會轉型期經(jīng)濟倫理制度化的對策思考I社會轉型期經(jīng)濟倫理制度化的對策思考內(nèi)容摘要目前，中國正處在激烈的社會轉型期。社會轉型帶來了一系列的觀念的沖突和碰撞，作為經(jīng)濟增長背后的巨大的推動力之一的經(jīng)濟倫理首當其沖。因而，對經(jīng)濟倫理的內(nèi)涵的界定以及在經(jīng)濟倫理研究中引入制度化的視角，并在此基礎上探討經(jīng)濟倫理制度化的必要性和重要性以及可能性，是對經(jīng)濟倫理作為調(diào)節(jié)經(jīng)濟發(fā)展的第三種手段的一種理論上的豐富、延伸和實踐上的推動、促進。經(jīng)濟倫理制度化是確保經(jīng)濟行為與社會美德相契合、社會正義與經(jīng)濟效益相統(tǒng)一的重要手段，是改變當前中國經(jīng)濟倫理“失范”狀況的迫切要求，是社會主義市場經(jīng)濟發(fā)展的客觀要求，也是建立社會主義和諧社會的內(nèi)在要求。由于經(jīng)濟體制的根本變革帶來了社會、倫理、文化等方面的巨大變化，如果我們能夠按照市場經(jīng)濟發(fā)展的客觀規(guī)律，較好地處理轉型期經(jīng)濟倫理制度化建設問題，以改革開放二十多年來的巨大成就為基礎，重視發(fā)揮傳統(tǒng)美德對社會主義市場經(jīng)濟倫理精神的影響，努力構建全社會一致認同和遵行的共同的經(jīng)濟倫理道德規(guī)范并以之為標準，注重發(fā)揮政府職能，強化和硬化經(jīng)濟倫理規(guī)范的實現(xiàn)機制，保障經(jīng)濟倫理制度在市場行為中的貫徹，走出一條經(jīng)濟倫理制度化的建設道路，從理論上說，應該是可能的。經(jīng)濟倫理制度化是保障經(jīng)濟健康、良性發(fā)展的一道護身符，也是保證經(jīng)濟、社會和諧發(fā)展的重要途徑，因此，對經(jīng)濟倫理、經(jīng)濟倫理制度化以及促進經(jīng)濟倫理制度化建設的若干課題的研究，必將形成對經(jīng)濟發(fā)展和社會道德進步的雙重推動力，為構建和諧社會作出貢獻！關鍵詞：社會轉型期 study,based on which discussing the necessity,imporssibility and importanc of the institutionalization of economic ethics,and it will not only theriotically enrich and extend the role of economic ethicsas the third approch adjusting economic practice but also practically improve and promote the development of institutionalization of economic ethics is an important demarche to insure the conjunction of economical behavior and social ethics and also the bination of social justice and economical ,the current lack of standard of economic ethics in our country requires it urgently,because it is an external requirement by the development of our country’s socialist market economy and by the establishment of a harmony fundermental transformation of economic system in our country has lead to great changes in many aspects,such as society,ethic,culture if we can dea well with the problem of institutionalzation of economic ethics during the social conversion period according to the 論（一）問題的提出及選題的意義社會主義市場經(jīng)濟體制建設是當前中國所有工作的中心，學界的核心議題當然也是圍繞市場經(jīng)濟體制的逐步確立和完善以及在這個過程中出現(xiàn)的各種現(xiàn)象和問題而展開的。由計劃經(jīng)濟向市場經(jīng)濟的轉變，雖然只是經(jīng)濟體制的轉換，但由此而產(chǎn)生的變化和影響卻是巨大而深遠的，涉及到政治、文化、教育、倫理道德等多方面。經(jīng)濟體制的轉軌帶來的整個社會的轉型，是本世紀中葉以前中國主要的國內(nèi)環(huán)境和基本的國情。顯然，經(jīng)濟的核心地位無可替代，也無可置疑。但是，經(jīng)濟活動的主體是人，而現(xiàn)實社會中的人，既處在經(jīng)濟關系中，也處在政治的、文化的、倫理道德的關系之中。也就是說，在任何經(jīng)濟活動中的人，不僅具有經(jīng)濟人的屬性也具有社會人、文化人的品質(zhì)，他們既是經(jīng)濟主體也是倫理道德主體，他們既具有利益最大化的經(jīng)濟追求也有獲得社會或他人尊重的倫理追求，見利忘義的可能大有人在，但畢竟不能否定人的多元品格，也不能否定由于這種多重利益追求所導致的對經(jīng)濟活動乃至整個社會經(jīng)濟發(fā)展的影響。實際上，這是由于人們在經(jīng)濟活動中的市場行為選擇埋藏有很多倫理道德因素作用的因子。而在社會轉型期，由于舊的經(jīng)濟體制已經(jīng)打破，新的經(jīng)濟體制尚未建設到位，這種經(jīng)濟體制交替的真空也使得合理、利他的倫理道德規(guī)范發(fā)生缺失，反過來，失去了準確的倫理道德定位及合理的倫理道德追求的人們的行為又影響著社會經(jīng)濟的發(fā)展和建設。其實，由于個體的人的多元化品格的緣故，就決定了在市場選擇中并不是所有的個體的人或主體都能按照慣例和非制度規(guī)范行事，而這種規(guī)范的行事方式又是市場經(jīng)濟建設所必須的。如果否定了它，就必然會對市場經(jīng)濟本身造成危害，比如說，等價交換、公平交易、買賣自愿等原則既是市場經(jīng)濟得以正常運行的保證，又是市場經(jīng)濟作為一種倫理價值取向和評判標準的基本道德規(guī)范要求，但實際上，在中國目前的社會轉型期，不按照這些規(guī)范、原則行事者比比皆是，這就對經(jīng)濟發(fā)展和社會穩(wěn)定造成了極其惡劣的影響。所以，社會轉型有很多工作要做，尤其是經(jīng)濟倫理建設，如果做不好，平穩(wěn)過渡只能是一句空話。目前，我們所說的社會轉型主要是說經(jīng)濟體制轉向市場經(jīng)濟,而市場經(jīng)濟的核心和基礎是市場機制。市場機制作用的首要前提是統(tǒng)一、開放、競爭、有序的市
