【正文】 綠色壁壘與食品安全：ＷＴＯ下的中國農(nóng)產(chǎn)品江怡，男，1962年生，講師，研究方向?yàn)橹贫冉?jīng)濟(jì)、農(nóng)村經(jīng)濟(jì)、消費(fèi)經(jīng)濟(jì)、國際貿(mào)易、貨幣銀行學(xué)等，現(xiàn)任職于江蘇省常州市委黨校經(jīng)濟(jì)教研室 單位地址：江蘇省常州市 郵編：213016 Email：dx302jj@ 手機(jī)：13584515183 聯(lián)系電話：05193976017（O） 05196984930（H）遭遇貿(mào)易摩擦的現(xiàn)狀和原因的分析——以歐盟和日本為例江 怡江蘇常州市委黨校經(jīng)濟(jì)教研室摘 要：二戰(zhàn)后，西方發(fā)達(dá)國家追求經(jīng)濟(jì)、社會(huì)、環(huán)境三個(gè)目標(biāo)效益平衡發(fā)展的經(jīng)濟(jì)模式，社會(huì)進(jìn)步明顯，環(huán)保效果顯著。西方民眾高質(zhì)量的生活水平提高了衣食住行的條件、用品的安全和衛(wèi)生的標(biāo)準(zhǔn)，他們迫使國家通過立法來保障其權(quán)益。西方發(fā)達(dá)國家倡導(dǎo)以保護(hù)人類健康和生態(tài)環(huán)境為目的的“綠色革命”。人們消費(fèi)安全、優(yōu)質(zhì)、營養(yǎng)、無污染的綠色食品?！熬G色壁壘”是技術(shù)性貿(mào)易壁壘的重要內(nèi)容之一。WTO對正當(dāng)?shù)木G色壁壘是持肯定態(tài)度的。中國農(nóng)產(chǎn)品在對歐盟和日本出口中屢遭“綠色壁壘”。中國農(nóng)產(chǎn)品自身“先天不足”：過量使用化肥、農(nóng)藥，藥殘超標(biāo)，科技含量低，質(zhì)量水平落后于西方發(fā)達(dá)國家10—20年。加入WTO，對中國農(nóng)產(chǎn)品的出口，既是機(jī)遇，又是挑戰(zhàn)。只有苦練內(nèi)功，提升質(zhì)量，按國際慣例的游戲規(guī)則“出牌”，走生態(tài)種植、養(yǎng)殖的“綠色道路”，才能變被動(dòng)為主動(dòng)。關(guān)鍵詞：綠色壁壘 食品安全 WTO 中國農(nóng)產(chǎn)品 貿(mào)易摩擦Abstract: After Second World War, The Western developed countries sought the economic model with the balance development of three goals benefits of economy ,society and environment, social progress is obvious and there’s prominent effect in environment protection .The high quality of the western life standard improves the good condition of clothes, food, living and traveling, The western people ask their countrie governments to guarantee their rights by legislation .The western developed contries initate the “ Green Revolution ” with the purpose of protecting the human beings’ health and ecological environment .People purchase and eat safe, high qualify ,nutritive, no pollution green foods “Green Barrier” is one of the most important contents on technological trade barriers. WTO agrees to the proper green barriers. Agriculture products of China meet the “Green barriers” in the export to EU and Japan. Of course, Agriculture products of China suffer from an inherent shortage :to utilize chemical fentilizer, agriculture chemical excessively, the remains of the chemical exceed that standard ones, the content in science and technology is shortage and the quality level falls behind that in western developed countries for 10—’s both chance and challenge for the export
