華東師范大學(xué) 開(kāi) 放教育學(xué)院 (網(wǎng)絡(luò)教育) 畢業(yè)設(shè)計(jì)(論文) 論文題目 : 我國(guó)食品安全政府監(jiān)管研究 專(zhuān) 業(yè) : 行政管理 學(xué) 號(hào) : 學(xué)生姓名: 指導(dǎo)教師 : 完成日期: 2021 年 3 月 1 日 論 文 摘 要 我國(guó)人口眾多 ,食品產(chǎn)業(yè)的發(fā)展飛快 ,加之我國(guó)勞動(dòng)密集型產(chǎn)業(yè)結(jié)構(gòu)的特點(diǎn) ,使得國(guó)內(nèi)國(guó)外的食品生 產(chǎn)與銷(xiāo)售都具有極大的發(fā)展前景和市場(chǎng)潛力。但是近些年來(lái) ,國(guó)內(nèi)爆發(fā)的食品安全問(wèn)題 ,嚴(yán)重影響了中國(guó)食品企業(yè)在海內(nèi)外的聲譽(yù)和消費(fèi)者的信任 ,打擊了消費(fèi)者的信心 ,嚴(yán)重危害了人們的生活和身體健康。消費(fèi)者使用食品之前要經(jīng)歷生產(chǎn)、流通與消費(fèi)三個(gè)環(huán)節(jié) ,研究在這三個(gè)環(huán)節(jié)之中存在的安全問(wèn)題以及管理漏洞 ,有利于加強(qiáng)對(duì)食品生產(chǎn)的監(jiān)督 ,嚴(yán)格食品流通秩序和規(guī)定 ,減少食品的安全事件發(fā)生。而借鑒國(guó)外的相對(duì)成熟的食品監(jiān)管體系 ,則可以提升我國(guó)在食品安全問(wèn)題的行政水平、執(zhí)法水平和監(jiān)督水平。 本文在研究當(dāng)前的食品產(chǎn)業(yè)現(xiàn)狀前提下 ,希望有助于化解國(guó)內(nèi)當(dāng)前 的食品產(chǎn)業(yè)發(fā)展過(guò)程中所遭遇的困境和難題。 本文通過(guò)對(duì)國(guó)內(nèi)外食品安全監(jiān)管理論與實(shí)踐的比較研究 ,針對(duì)中國(guó)具體國(guó)情 ,思考并設(shè)計(jì)了具有中國(guó)特色的食品安全監(jiān)管體系 ,全文共分為四個(gè)部分:第一部分為落實(shí)食品安全政府監(jiān)管的意義 ,第二部分為我國(guó)食品安全政府監(jiān)管現(xiàn)狀 ,第三部分為我國(guó)食品安全政府監(jiān)管理論基礎(chǔ)與實(shí)踐依據(jù) ,第四部分為完善我國(guó)食品安全政府監(jiān)管的對(duì)策建議。 關(guān)鍵詞: 食品安全 政府監(jiān)管 監(jiān)管體制 ABSTRACT China has a large population, the development of the food industry fast, coupled with China39。s labor intensive type of industrial structure, so that food production and sales at home and abroad have great development prospects and market potential. But in recent years, the domestic food safety issues of the outbreak, has seriously affected the Chinese food enterprises at home and abroad reputation and trust of consumers, blow to consumer confidence, serious harm to people39。s life and health. To experience the production, circulation and consumption of three link before consumers use food, safety study on the existing problems in these three aspects and the loopholes in management, is conducive to strengthening the supervision on food production, food circulation order and regulations strictly, reduce the occurrence of food safety incidents. Learning from the relatively mature food supervision system of foreign countries, can promote our country food safety issues in administrative levels, the level of law enforcement and supervision level. Based on the research status of food industry at present, many problems of food safety law, administration, supervision of non government anization and the third party on other aspects of strategy, hoping to help resolve the plight and problem encountered in the current domestic food industry in the development process. In this paper, through a parative study of domestic and international food safety supervision theory and practice, according to specific conditions China, thinking and the food safety supervision system has Chinese characteristic design, the full text is divided into four parts: the first part is the implementation of the government supervision of food safety significance, the second part is the present situation of the government food safety supervision in China, third part as the basis of government supervision of food safety basic theory and practice of our country, the fourth part is the countermeasures and suggestions of perfecting the government supervision of food safety.
