M eanwhile, bur ning of biom ass is also on t he indust r y39。s core t echnology, gener aly, because of biom ass f uels t o r eplace coal, can be used, in f act, due t o biom ass 黑龍江省建筑工程計(jì)價(jià)定額 總 說 明 《黑龍江省建設(shè)工程計(jì)價(jià)依據(jù)（建筑工程計(jì)價(jià)定額）》（ HLJDJZ2021）（以下簡稱本定額），是與中華人民共和國國家標(biāo)準(zhǔn)《建設(shè)工程工程量清單計(jì)價(jià)規(guī)范》（ GB505002021）相配套，是我省 完成規(guī)定計(jì)量單位分項(xiàng)工程所需人工、材料、施工機(jī)械臺班消耗量的標(biāo)準(zhǔn)和全過程造價(jià)管理各階段工程造價(jià)的指導(dǎo)性計(jì)價(jià)標(biāo)準(zhǔn)。 依據(jù)國家標(biāo)準(zhǔn)《建設(shè)工程工程量清單計(jì)價(jià)規(guī)范》（ GB505002021）和《全國統(tǒng)一建筑工程基礎(chǔ)定額》（ GJD10195），并結(jié)合本省實(shí)際情況編制而成， 適用于黑龍江省行政區(qū)域內(nèi)一般工業(yè)與民用建筑的新建、擴(kuò)建和改建工程。 本定額是編制招標(biāo)控制價(jià)的依據(jù)；是投標(biāo)報(bào)價(jià)和衡量投標(biāo)報(bào)價(jià)合理性的基礎(chǔ)；是編制建設(shè)工程投資估算、設(shè)計(jì)概算、施工圖預(yù)算、竣工結(jié)算的依據(jù)；是編制投資估算指標(biāo)、概算指標(biāo)的基礎(chǔ)；是調(diào)解處理工程造價(jià)糾紛、鑒定工程造價(jià)的依據(jù)。 本定額適用于工程量清單計(jì)價(jià)方式，同時(shí)也適用于定額計(jì)價(jià)方式。 一、 人工工日消耗量和單價(jià)的確定 人工消耗量依據(jù)《全國統(tǒng)一建筑安裝工程勞動定額》為基礎(chǔ)，每工日按八小時(shí)工作制計(jì)算。人工工日消耗量的確定不分工種和技術(shù)等級，均以 綜合工日表示，內(nèi)容包括基本用工、超運(yùn)距用工、輔助用工、人工幅度差等。人工單價(jià)按 元 /工日確定。 二、 材料消耗量和單價(jià)的確定 1． 材料消耗量包括主要材料、輔助材料、零星材料和場內(nèi)運(yùn)輸、堆放及施工操作的損耗。 2． 凡能計(jì)量的材料（包括成品、半成品）均已列出品種、規(guī)格、數(shù)量；難以計(jì)量的零星材料，分別以百分比（ %）或“元”表示，列為其他材料費(fèi)。 3． 預(yù)制鋼筋混凝土構(gòu)件未包括構(gòu)件的制作廢品率、運(yùn)輸堆放損耗及安裝（打樁）損耗；發(fā)生時(shí)應(yīng)按下表計(jì)算損耗量，并入工程量內(nèi)。 預(yù)制鋼筋混凝土構(gòu)件廢品率 名 稱 制作廢品率 運(yùn)輸堆放損耗 安裝、打樁損耗 現(xiàn)場預(yù)制鋼筋混凝土構(gòu)件 % % % 預(yù)制鋼筋混凝土樁 — % % 外購預(yù)制鋼筋混凝土構(gòu)件 — % % 4．周轉(zhuǎn)性材料攤銷量，已考慮了材料的周轉(zhuǎn)次數(shù)及同一城鎮(zhèn)內(nèi)工地之間的場外運(yùn)輸費(fèi)用。 5．施工工具用具消耗材料，已納入建設(shè)工程費(fèi)用定額中。 6．材料單價(jià)是結(jié)合哈爾濱市 2021 年下半年、 2021 年上半年材料預(yù)算價(jià)格及市場價(jià)格信息，按照一定比例綜合取定。 三、機(jī)械臺班消耗量和臺班單價(jià)的確定 1．機(jī)械臺班消耗量 的確定是按正常合理的機(jī)械配備、機(jī)械施工工效測算確定的，并考慮了機(jī)械幅度差因素。實(shí)際施工中采用的機(jī)械種類、規(guī)格、型號與定額不同時(shí)，均不得換算（有注明者除外）。 2．施工機(jī)械臺班單價(jià)依據(jù)《黑龍江省建設(shè)工程計(jì)價(jià)依據(jù)（施工機(jī)械臺班費(fèi)用定額）》（ 2021年），結(jié)合實(shí)際情況，按照一定的比例綜合取定。 3．大型機(jī)械設(shè)備臺班單價(jià)不包括機(jī)械安拆及場外運(yùn)輸，發(fā)生時(shí)按措施項(xiàng)目中相應(yīng)定額項(xiàng)目執(zhí)行。 4．定額中混凝土攪拌機(jī)是按雙錐反轉(zhuǎn) 350L 編制，同時(shí)列出了 500L 混凝土攪拌機(jī)（未計(jì)價(jià)機(jī)械）臺班量，可依據(jù)雙方約定及現(xiàn)場實(shí)際情況換算， 其臺班單價(jià)執(zhí)行《黑龍江省建設(shè)工程計(jì)價(jià)依據(jù)（施工機(jī)械臺班費(fèi)用定額）》。 四、本定額是按正常的施工條件和建設(shè)程序，合理的施工工期、施工工藝和施工組織編制的，反映了社會平均消耗水平。 Annual st r aw consum pt ion is about 300 ( 15x20) m ilon t ons t o 450 ( 15x30) m ilon t onnes.
