And the planning outline of the project management is worked out before the bidding by the management of the pany, in order to bid and meeting to the bidding document and contract document. The planning has involved in the external objective environment, the internal anization and management, the munication and coordination of the related parties, the measures of the project implementation and the information management and other aspects. It also is the programmatic document of the given project management. It is a foundation of contracting and working out execution planning for construction project management after successful. This design based on the project management, the risk management, the information management, the construction technology and other theories, and formulated the technical measures to develop the project implementation。 through analyzing the quality, the investment and the schedule objectives of the project, formulating effectively target control program, to plete the three objectives of the project which have been demanded。 through analyzing the risk management, formulating effectively effectively risk management measures, to reduce the project risk and achieve the objectives of the project finally. Key Words： risk management。 the bill of quantities。 the planning outline for construction project management 山東建筑大學(xué)畢業(yè)設(shè)計(jì)說(shuō)明書 1 1 前 言 編制的背景 我國(guó)建筑市場(chǎng)競(jìng)爭(zhēng)激烈，國(guó)家為保證建筑市場(chǎng)有序公平競(jìng)爭(zhēng)，于 2021 年 7 月 1 日頒布國(guó)家標(biāo)準(zhǔn)《建設(shè)工程工程量清單計(jì)價(jià)規(guī)范》 (GB 50500—2021)，標(biāo)志著我國(guó)計(jì)價(jià)模式轉(zhuǎn)向由企業(yè)自主報(bào)價(jià)的計(jì)價(jià)模式。 建筑企業(yè)根據(jù)自身情況自主報(bào)價(jià)，有利于提高建筑企業(yè)的效率和發(fā)展水平，有利于提高建筑工程質(zhì)量 ，節(jié)約工程成本，也有利于資源的合理配置，是發(fā)展社會(huì)主義市場(chǎng)經(jīng)濟(jì)的要求。 編制的 內(nèi)容 本設(shè)計(jì)包括選題、工程手工算量、上機(jī)報(bào)價(jià)、項(xiàng)目管理規(guī)劃大綱的編制，收集資料，確定方案， 進(jìn)度計(jì)劃編制， 修改，整理，綜合等等。本次設(shè)計(jì)采用了廣聯(lián)達(dá)軟件上機(jī)報(bào)價(jià)并導(dǎo)出報(bào)表，按照設(shè)計(jì)任務(wù)書要求，結(jié)合平陰鎮(zhèn)敬老院 7住宅樓施工圖紙和工程實(shí)際情況， 利用 清華斯維爾 軟件編制進(jìn)度計(jì)劃?rùn)M道圖和雙代號(hào)網(wǎng)絡(luò)圖， 參考有關(guān)文獻(xiàn)資料，利用所學(xué)項(xiàng)目管理、施工技術(shù)、工程經(jīng)濟(jì)學(xué)和施工組織等理論知識(shí)，完 成 設(shè)計(jì)。 編制的意義 項(xiàng)目管理規(guī)劃大綱的編制， 通過(guò)對(duì)工程項(xiàng)目質(zhì)量目標(biāo)、進(jìn)度目標(biāo)、投資目標(biāo)三大目標(biāo)控制和工程項(xiàng)目的風(fēng)險(xiǎn)管理和信息管理進(jìn)行分析并提出有效技術(shù)組織措施，以達(dá)到建設(shè)方的建設(shè)功能要求、投資要求、質(zhì)量要求和工期要求等目標(biāo)要求。 山東建筑大學(xué)畢業(yè)設(shè)計(jì)說(shuō)明書 2 2 項(xiàng)目概況 工程特點(diǎn) 本工程總工期為 198 日歷天，其中主體完成時(shí)間為 110 天，工期十分緊張 ,應(yīng)理順各方面的關(guān)系 ,保證資金到位 ,盡力創(chuàng)造工作面 ,組織立體交叉 作業(yè) , 土建、裝修、水電、暖通、消防等各工種各工序緊密配合、及時(shí)穿插、全面鋪開(kāi)， 以確保工程如期交工。 建設(shè)地點(diǎn)特征 （ 1） 夏秋兩季主 導(dǎo)風(fēng)向南偏東，冬季北偏西。雨季 9 三個(gè)月；冬季 12 月 15日至次年 3 月 15 日。 （ 2） 根據(jù)地質(zhì)報(bào)告，勘探期內(nèi)勘探深度內(nèi)未見(jiàn)地下水 ，場(chǎng)地排水通暢，場(chǎng)地地基土質(zhì)無(wú)滯水現(xiàn)象。 該工程的地基為風(fēng)化基巖，承載力較高。 基本風(fēng)壓： ，地面粗糙程度為 B 類，基本雪壓： 。 實(shí)施條件 （ 1） 合同承包范圍： 土建施工 和裝飾裝修 。 （ 2） 合同工期： 198 天 。 （ 3） 結(jié)算方式： 中標(biāo)價(jià)加增減洽
