【正文】 非營利組織 的監(jiān)管力度。 一是加強工商部門的監(jiān)管。根據(jù)設立民間非營利組織法定條件，對從業(yè)人員、場地、投入資金等嚴格把關。應由真正的社會中介專業(yè)機構核實民間非營利組織的業(yè)務成本，上報物價部門，并接受物價部門的監(jiān)督管理。在算準成本的基礎上，根據(jù)“略有贏余”的原則審批民間非營利組織的收費標準，并切實檢查落實。加強對民間非營利組織的監(jiān)督檢查。四是加強稅務部門的監(jiān)管。加強稅收征管，改變目前民間非營利組織的大面積漏征現(xiàn)象。非營利組織不僅要做好內部審計工作，還要積極配合外部審計工作的進行。而要使得這些行為符合國家財務制度的規(guī)定就必須接受嚴格的外部審計監(jiān)督，我國的非營利性組織的內部財務活動最缺乏外審計的監(jiān)督檢查，這也是導致內部財務管理活動混亂的主要制度缺陷與原因。可以說，財政與外部審計對非營利性組織內部的財務管理的檢查應該比工商年檢更重要，尤其是應不斷加強對民間非營利組織的內部控制和財務收支的監(jiān)督與治理。同時，民間非營利組織的健康發(fā)展還需要政府的重視和支持，組織自身的自律和提升以及社會公眾對公益事業(yè)的關 注。 12 參考文獻 [1]丁玉芳 ,鄧小軍 .非營利組織會計與財務 [M].北京 :經(jīng)濟管理出版社 ,2020.
