Competition between and within the different forms of tourist transportation is also contributing to (3) the emergence of an international transportation sector that is being more customercentered in its approach. It is important to remember that transportation is often an integral and pleasurable part of a total travel experience and not merely a means of getting from home to a holiday destination. The excitement felt by young children on a charter flight to a summer sun holiday destination or the pleasure given to senior citizens on a coach tour serve to illustrate this point well.(4) The transportation sector includes not only the services provided for tourists but also the related infrastructure that supports the means of travel, such as roads, motorway service areas, ferry terminals, airports and railway stations. Much of this infrastructure is provided by public agencies, or by public private sector partnership arrangements (5). As demand for travel has grown, many transport terminals have developed into large, integrated plexes offering a range of catering, currency exchange, business, retail and entertainment facilities.(6) For statistical purposes, the International Air Transport Association (IATA) classifies air travel services into one of three categories, namely ? Domestic ? International scheduled ? International chartered Domestic services refer to air travel within a country, while international represents travel between different countries. Scheduled services are those that operate to a published timetable, on defined routes and under government license. These services must run regardless of passenger load (7) and are used primarily by business travelers who are prepared to pay a premium for the extra convenience and flexibility offered. Many governments still fund their national airlines, for example Air France, although there is a general move away from state ownership towards private sector operation (8), or at least privatepublic sector partnerships. Chartered air services evolved to serve the expanding package holiday(9) industry and now represent a significant proportion of passenger traffic in many counties with established outbound tourism sectors. Indeed, seatonly sales (10) are one of the fastest growing products in air travel. Although some package holidays do incorporate scheduled air services, the majority include a charter flight, known as an inclusive tour by charter (ITC) (11). Charter services are generally cheaper than scheduled flights since their operators aim to fill as many seats as possible, often only offering the flight if they can be guaranteed a minimum number of passengers, known as the breakeven load factor(12). Often this figure will be as high as 85 or 90 percent, after which the operator begins to make a profit on the flight. ?
