.............................................................................. 46 第 1 章 緒 論 1 第 1 章 緒 論 研究背景 隨著高校擴招 ,收費制度實施 ,高校貧困生問題日益突出。尤其是 2020 年，國家在高等教 育階段建立起國家獎學(xué)金、國家勵志獎學(xué)金、國家助學(xué)金、國家助學(xué)貸款、師范生免費教育、勤工助學(xué)、學(xué)費減免等多種形式并存的內(nèi)容和對象明確的高校資助體系。此外，國家還積極引導(dǎo)和鼓勵社會團體、企業(yè)和個人面向高校設(shè)立獎學(xué)金、助學(xué)金，共同幫助家庭經(jīng)濟困難學(xué)生順利入學(xué)并完成學(xué)業(yè)。全國學(xué)生資助管理中心主任崔邦焱指出： 2020 年，中央和地方財政在國家獎助學(xué)金的投入上共計 億元，其中中央財政投入 。此外， 萬名新生通過“綠色通道”順利走進大學(xué)校園，占報到新生總數(shù)的 %。連同 2020 辦理的貸款，累計已審批 萬人，審批合同金額 26 億元。今后還需繼續(xù)加大資助力度、擴大資助范圍和資助對象，進一步建立健全高校資助體系，促進高校教育公平，實現(xiàn)不讓每一個大學(xué)生因家庭經(jīng)濟困難而輟學(xué)。為此，有必要通過信息技術(shù)，設(shè)計出一套功能完善、易于
