【正文】 83. ● 1994年啟動(dòng)認(rèn)證機(jī)構(gòu)認(rèn)可制度 。1 中國(guó)認(rèn)證認(rèn)可活動(dòng)的發(fā)展 The Development of China Certification and Accreditation 國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì) 總工程師 劉衛(wèi)軍 Mr. LIU Weijun, Chief Technical Supervisor Certification and Accreditation Administration of the People’s Republic of China (CNCA) 2023年 10月 13日 ,2023 2 主要內(nèi)容 Main Structure 發(fā)展歷程 Development course 中國(guó)現(xiàn)行的認(rèn)證認(rèn)可管理制度 Current management system 管理和實(shí)施機(jī)構(gòu) Regulatory authorities and implementation agencies 中國(guó)認(rèn)證認(rèn)可主要實(shí)踐成果 Main achievements 中國(guó)的認(rèn)證認(rèn)可發(fā)展與國(guó)際同步 In pace with international certification and accreditation 當(dāng)前中國(guó)認(rèn)證認(rèn)可工作的重點(diǎn) Highlights and priorities at current stage 3 發(fā)展歷程 Development course ● 1981年 4月 ， 建立了第一個(gè)產(chǎn)品認(rèn)證機(jī)構(gòu) , 中國(guó)電子元器件認(rèn)證委員會(huì) 。 CCEE was established as the first product certification body in Apr. 1981. ● 1983年啟動(dòng)實(shí)驗(yàn)室認(rèn)可制度 。 Accreditation of certification bodies was launched in 1994. ● 1995年啟動(dòng)認(rèn)證評(píng)審員注冊(cè)制度 。 Various kinds of certification for product, management system and service as well as accreditation have been constantly improved together with the development of market economy in China and China’s integration into the world economic system. 4 發(fā)展歷程 Development course ● 1988年 12月 ， 《 中華人民共和國(guó)標(biāo)準(zhǔn)化法 》 頒布實(shí)施 ， 明確實(shí)施質(zhì)量認(rèn)證工作等 。 Law of the People39。 Regulations of the People’s Republic of China for the Administration of Product Quality Certification was promulgated in May 1991 by the State Council to stipulate the main objective, nature, administration, certification requirements and procedures, certification bodies and penalties, etc. 發(fā)展歷程 Development course ● 1993年 2月 ， 《 中華人民共和國(guó)產(chǎn)品質(zhì)量法 》 頒布 ， 明確質(zhì)量認(rèn)證制度為國(guó)家的基本質(zhì)量監(jiān)督制度 。s Republic of China on Product Quality was promulgated in Feb 1993 to specify quality certification as an essential national quality supervision system. 中國(guó)認(rèn)證認(rèn)可制度逐步進(jìn)入到法治化軌道 。 From then on, China certification and accreditation entered a new stage of unified management, overall regulating and supervision based on laws and regulations. 7 中國(guó)現(xiàn)行的認(rèn)證認(rèn)可管理制度 Current Management System ● 統(tǒng)一的認(rèn)證認(rèn)可監(jiān)督管理制度（統(tǒng)一管理、共同實(shí)施） Unified certification and accreditation supervision system (unified management and joint implementation) ● 統(tǒng)一的認(rèn)可制度 (06年 CNAS） Unified accreditation system (CNAS was established in 2023) ● 自愿性認(rèn)證和強(qiáng)制性認(rèn)證相結(jié)合的認(rèn)證制度 Combination of pulsory certification and voluntary certification 中國(guó)現(xiàn)行的認(rèn)證認(rèn)可管理制度 Current Management System ● 認(rèn)證機(jī)構(gòu)、認(rèn)證培訓(xùn)機(jī)構(gòu)和咨詢(xún)機(jī)構(gòu)的審批制度 Approval system for certification bo
