Taking the regional economies’ development as its background and the industrial petitiveness’s improvement as its main line, the thesis goes into the issues such as the forming mechanism, clusters’ innovation, risk management of industrial cluster and the support system construction for industrial cluster from the perspective of expansion and management transformation of core enterprises.Three matters discussed in the introduction are shown as followings: the forming and evolving mechanism of industrial cluster, the relationship between the status of industrial cluster and development of regional economies, together with the myth between the industrial cluster and enterprise innovation. The introduction also quotes some studies’ results and makes brief ments.The study of the forming mechanism of industrial cluster is based on the study of vertical specialization and horizontal petition to explore the formation and evolution of industrial cluster. The framework of this section is made up of the theory of specialization, of trade costs and of business organization and Game Model.The enterprise innovation and industrial cluster effect’ expansion are the core power for industrial cluster to develop and keep petitive advantage. In this section, the thesis, taking the shipbuilding industry cluster in Rongcheng as an example, discusses the effect of innovation and Tech over flow in a industrial cluster step by step, according to the law of the development of industrial cluster.Industrial cluster cannot be separated from developed social support system. In light of the practice in Weihai, the thesis discusses in detail on intermediary services system construction, tech development and transformation system as well as the government services system etc. and puts forward strategies and remendations.In industrial cluster, enterprises’ distribution and the structure of the cluster is closely related to the risk control in the sustainable development of local economy. Based on the discussion of the relationship among the status of industrial cluster, the adjustment of industrial structure and the development of regional economy, the thesis goes deeply into the issues of industrial cluster risks’ forming and transforming mechanism. With reference to the industrial cluster risks evaluating system and adoption of principal ponent analysis method, the thesis takes an empirical analysis on the risk resistance capacity of the five big industrial clusters in Weihai and brings up some suggestions.Key wordsIndustrial cluster。 Regional economy。 Risk control前 言一、選題的目的和意義從全球范圍看，產(chǎn)業(yè)發(fā)展的集群化越來越成為一種普遍現(xiàn)象；中國不同行業(yè)的產(chǎn)業(yè)集群也蓬勃發(fā)展、遍地開花?，F(xiàn)階段伴隨著金融危機(jī)的逐漸滲透，單個(gè)企業(yè)在全球化背景下的作戰(zhàn)能力明顯減弱，不少中小企業(yè)甚至資金豐厚的大型企業(yè)也紛紛停產(chǎn)倒閉，區(qū)域經(jīng)濟(jì)發(fā)展受到了嚴(yán)重的影響。針對(duì)產(chǎn)業(yè)集群與區(qū)域經(jīng)濟(jì)發(fā)展關(guān)系開展系統(tǒng)的理論和實(shí)證研究，對(duì)于我們正確認(rèn)識(shí)產(chǎn)業(yè)集群促進(jìn)區(qū)域經(jīng)濟(jì)長期繁榮的運(yùn)行規(guī)律和發(fā)展特點(diǎn)，更好地組織構(gòu)建集群產(chǎn)業(yè)組織形式，更有效地利用集群生產(chǎn)產(chǎn)生的強(qiáng)大競(jìng)爭(zhēng)力，推動(dòng)我國區(qū)域經(jīng)濟(jì)的發(fā)展，具有重要的理論和現(xiàn)實(shí)意義。本文主要完成了五個(gè)方面的研究工作：（一）產(chǎn)業(yè)集群前沿研究文獻(xiàn)的綜述本文跟蹤產(chǎn)業(yè)集群的研究前沿，對(duì)重要文獻(xiàn)進(jìn)行了梳理和評(píng)述，綜述了產(chǎn)業(yè)集群形成和演進(jìn)機(jī)制的研究、產(chǎn)業(yè)集群競(jìng)爭(zhēng)優(yōu)勢(shì)和創(chuàng)新優(yōu)勢(shì)的研究、產(chǎn)業(yè)集群社會(huì)網(wǎng)絡(luò)支持體系的研究，簡要評(píng)述了既有研究文獻(xiàn)中存在的不足，認(rèn)為產(chǎn)業(yè)集群研究需要一種新的組織分析框架，并反思了產(chǎn)業(yè)集群實(shí)證研究方法上的不足。基于專業(yè)化分工、交易成本與企業(yè)組織理論、博弈模型，構(gòu)建起了產(chǎn)業(yè)集群形成機(jī)理的研究框架，形成比較系統(tǒng)的產(chǎn)業(yè)集群組織分析框架的邏輯，將產(chǎn)業(yè)集群理論納入主流經(jīng)濟(jì)學(xué)視野。創(chuàng)新是產(chǎn)業(yè)集群發(fā)展的根本動(dòng)力。（四）產(chǎn)業(yè)集群發(fā)展與社會(huì)服務(wù)體系建設(shè)本文從促進(jìn)產(chǎn)業(yè)集群發(fā)展之社會(huì)服務(wù)支持體系建設(shè)的角度，將其分為市場(chǎng)服務(wù)體系建設(shè)和政府服務(wù)體系建設(shè)兩部分。同
