process of rural urbanization, industrialization and agricultural modernization ,also , to solve the three rural issue, as well as to resolve the problems of rural microcredit, we should proceed from the overall situation and longterm，dynamic perspective to look at China’s rural financial system innovation，and make full use of market economy mechanism induced by the interest，through the effective policy support and guidance，and the establishment of the new building of a multilevel rural credit demand, construct mercial finance，financial cooperation，financial policy，Postal financial and other forms of rural financial institutions positioning reasonable，and the plementary function，full petition，wide coverage，and the sustainable development of diversified petitive rural financial system。當前，我國正處于新農(nóng)村建設(shè)的階段，為了提供農(nóng)村城鎮(zhèn)化、工業(yè)化與農(nóng)業(yè)現(xiàn)代化進程中所需的大量資本，為了解決“三農(nóng)”問題以及化解農(nóng)村小額信貸的隱憂，本文認為，應(yīng)該從全局的、長期的、動態(tài)的眼光來審視我國農(nóng)村金融體系創(chuàng)新，充分運用市場經(jīng)濟下的利益誘導機制，通過行之有效的政策扶持和引導，建立商業(yè)性金融、合作金融、政策性金融、郵政金融和其他形式農(nóng)村金融機構(gòu)定位合理、功能互補、充分競爭、廣覆蓋、可持續(xù)發(fā)展的多元化競爭性農(nóng)村金融體系。
