【正文】 城鎮(zhèn)建設(shè)和工業(yè)發(fā)展規(guī)劃的基礎(chǔ)上，合理地分析當(dāng)?shù)厮Y源、水環(huán)境質(zhì)量和用水習(xí)慣，工業(yè)結(jié)構(gòu)以及及其鄰近地區(qū)城鎮(zhèn)供水經(jīng)驗(yàn)，采用適當(dāng)方法，確定合適的用水指標(biāo)，進(jìn)行用水量預(yù)測。 預(yù)測人口數(shù) 單位：萬人預(yù)測方法2011 年2020 年綜合增長法指數(shù)增長法根據(jù)兩種方法預(yù)測結(jié)果，確定2011 萬人，2020 萬人。n式中：Pt——預(yù)測目標(biāo)年末人口規(guī)模；P0——預(yù)測基準(zhǔn)年人口規(guī)模；r——人口年均綜合增長率；n——預(yù)測年限。1) 綜合增長法根據(jù)人口綜合年均增長率預(yù)測人口規(guī)模，按下式計(jì)算：Pt=P0(1+r)n式中：Pt——預(yù)測目標(biāo)年末人口規(guī)模；P0——預(yù)測基準(zhǔn)年人口規(guī)模；r——人口年均綜合增長率；n——預(yù)測年限。今后幾年，隨著某區(qū)經(jīng)濟(jì)社會(huì)快速發(fā)展，城鎮(zhèn)基礎(chǔ)設(shè)施條件及外部交通條件和投資環(huán)境的改善，城鎮(zhèn)建設(shè)將得到飛速發(fā)展；伴隨著未來長岳高速公路、長湘延伸公路、杭瑞高速公路復(fù)線和推山咀深水碼頭等重大基礎(chǔ)設(shè)施的建設(shè)，以及國家積極推進(jìn)城鎮(zhèn)化的發(fā)展戰(zhàn)略的實(shí)施和“兩型社會(huì)”改革試驗(yàn)區(qū)的實(shí)踐，可以預(yù)計(jì)，未來某區(qū)某鎮(zhèn)城鎮(zhèn)建設(shè)發(fā)展將進(jìn)入一個(gè)新的高峰時(shí)期，因此城鎮(zhèn)化水平將會(huì)大幅度的提高，大量的農(nóng)村人口將轉(zhuǎn)移到城鎮(zhèn)，也將促進(jìn)城鎮(zhèn)人口的增加。本報(bào)告參照《城市人口規(guī)模預(yù)測規(guī)程》選取綜合增長法和指數(shù)增長法等方法對某區(qū)某鎮(zhèn)城鎮(zhèn)人口規(guī)模進(jìn)行預(yù)測分析。據(jù)此，本可行性研究認(rèn)為，某區(qū)污水處理工程的設(shè)計(jì)年限應(yīng)與規(guī)劃設(shè)計(jì)年限一致，預(yù)測年限以2008 年為基準(zhǔn)年，近期確定為2011 年，2020 年作為遠(yuǎn)期年限。b) 污水處理設(shè)施布局根據(jù)規(guī)劃用地布局和現(xiàn)狀用地條件，在某鎮(zhèn)余家坪居委會(huì)古塘岔建設(shè)污水處理廠。3) 污水系統(tǒng)規(guī)劃a) 污水治理的基本要求城市生活污水以集中處理為主，工業(yè)區(qū)的工業(yè)廢水先預(yù)處理再集中處理，經(jīng)治理的工業(yè)廢水必須符合國家現(xiàn)行排放標(biāo)準(zhǔn)方可排入城市下水道。d) 近遠(yuǎn)期結(jié)合，整個(gè)排水系統(tǒng)做到遠(yuǎn)期布置合理，近期建設(shè)切實(shí)可行。b) 加強(qiáng)污水治理，逐步完善污水系統(tǒng)，嚴(yán)格保護(hù)湘江水體。2015 年， 萬人， 萬人； 2030年，某區(qū)某鎮(zhèn)總?cè)丝谶_(dá)到12 萬人， 萬人。4 建設(shè)規(guī)模 城鎮(zhèn)總體規(guī)劃分析 城鎮(zhèn)發(fā)展趨勢分析城市市政公共基礎(chǔ)失業(yè)的發(fā)展與整個(gè)城市的發(fā)展密切相關(guān)，城市污水處理工程是城市建設(shè)的基礎(chǔ)設(shè)施，應(yīng)適應(yīng)城市的發(fā)展，且適當(dāng)超前。如果任其發(fā)展，不盡快采取消除對環(huán)境的污染，我們的環(huán)境質(zhì)量就會(huì)不斷惡化，環(huán)境的損失帶有持久性，而環(huán)境的惡化反過來就會(huì)制約社會(huì)和經(jīng)濟(jì)的發(fā)展，這已被無數(shù)事實(shí)所證明，并已成為有識(shí)之士的共同觀點(diǎn)。某區(qū)污水處理工程的建設(shè)，不僅有利于城區(qū)內(nèi)部環(huán)境的改善，也有利于周邊環(huán)境質(zhì)量的改善，對于保護(hù)某區(qū)生態(tài)環(huán)境，保護(hù)人民的身體健康，發(fā)展生產(chǎn)力都有重要意義?！蹦硡^(qū)作為某市直轄區(qū)，城市污水處理廠的建設(shè)任務(wù)非常緊迫。根據(jù)某市人民政府發(fā)布的《某市湘江流域水污染綜合整治實(shí)施方案》（岳政發(fā)[2008]22 號(hào)）要求“以城鎮(zhèn)環(huán)境基礎(chǔ)設(shè)施建設(shè)為重點(diǎn)，全面提高生活污水處理率”，“到2010 年，湘江流域我市段縣城都要建成生活污水處理設(shè)施，市城區(qū)和縣城污水處理率分別達(dá)到80%和50%以上。但是，由于新城區(qū)發(fā)展迅猛，城市建設(shè)日新月異，市政基礎(chǔ)建設(shè)未能跟上城市發(fā)展的需要，隨著城區(qū)的建設(shè)，對原有生態(tài)環(huán)境破壞日趨加劇，城市水環(huán)境污染日益嚴(yán)重，工業(yè)廢水以及生活污水都直接排入湘江，對其水體水質(zhì)造成了污染，對河岸環(huán)境造成一定影響。 保護(hù)城區(qū)水體水質(zhì)和生態(tài)環(huán)境的需要某區(qū)的發(fā)展以生態(tài)環(huán)境為根本，對環(huán)境保護(hù)尤為重要。某區(qū)經(jīng)濟(jì)的繁榮發(fā)展，人民生活水平的進(jìn)一步提高，城市污水已成為當(dāng)前的環(huán)境保護(hù)工作熱點(diǎn)難點(diǎn)問題，廣大群眾對城市污水的有效治理呼聲十分強(qiáng)烈。此外，在開發(fā)建設(shè)過程中，私自占用城市下水道位置或在下水道上修建房屋，甚至毀壞城市排水設(shè)施，迫使順自然地形條件、自然水力條件設(shè)置的城市排水溝渠改道等現(xiàn)象也屢有發(fā)生。2) 市政排水管理不完善和不統(tǒng)一市政排水管理部門對已建排水設(shè)施應(yīng)進(jìn)行經(jīng)常性的維護(hù)保養(yǎng)，還需對城市排水設(shè)施的使用進(jìn)行嚴(yán)格的監(jiān)督與管理。The fire broke out in the basement.
