【正文】 Inspection for the factory quality assurance ability shall cover all processing sites, and check of the product consistency shall cover products applied for certification. Timing of the Initial Factory InspectionNormally, the initial factory inspection should be carried out after the samples have passed the type test. The type test and the inspection of the factory can be carried out at the same time, if necessary. The duration of the inspection of the factory shall be determined by the amounts of the application units of the products for certification and with the consideration of the scale of the factory. It will normally take about 2 to 6 manday for each processing site. Evaluation of Certification Results and Approval of CertificationThe results of type test shall be evaluated by the test body, the results of the initial factory inspection shall be evaluated by the factory inspection team, and the certification shall be approved by the certification body. Evaluation of the Result of Type TestIf the results of all the test items are qualified, the results of type test are regarded as “Pass”. If some results of the test items are unqualified, it is allowed to deliver the samples again and retest them. If any unqualified item appears again in the retest, the results of type test will be regarded as “Fail”. Evaluation of the Initial Factory Inspection If there is no nonconformity found during the whole inspection, the initial factory inspection is regarded as “Pass”. . If there are slight nonconformities found which do not adversely affect the safety standards for the certification product, the factory shall take corrective actions within the specified duration. If the actions are regarded as effective by the inspection team, the initial factory inspection is regarded as “Pass”. If there are serious nonconformities found and/or the factory does not have the ability to produce the products which conform to relevant standards, the inspection shall then be terminated. The applicant 18 / 20can apply a certification again 3 months later. Approval of Certification After the results of type test and the initial factory inspection are evaluated to be in conformity with the relevant standards, the certification body will issue certificates (each certificate for one application unit). The use of the certificates shall ply with the requirements for Regulations for Compulsory Product Certification. Time Frame for CertificationTime frame for certification means the working days from the acceptance of plete application till the issuance of the certificates, which includes the time for type test, reports submission of the factory inspection, evaluation of certification results, approval of certification and the time for making the certificates.Type test takes 25 working days.Normally, the inspection reports should be submitted within 5 working days after the inspection. The time for evaluating the certification results, approving the certification and issuing the certificates shall normally not exceed 5 working days. Followup Inspection Frequency of the Followup Inspection Followup inspection shall normally be carried out at least once a year after getting the certificates for 12 months.
