【正文】 BSC向 MS發(fā)送 SI3時，“是否填寫 3G早期類標(biāo)發(fā)送限制”用于通知 MS其發(fā)送的早期類標(biāo)消息中是否包含 3G類標(biāo)信息。 ? 如果“ FDD小區(qū) BA1 表”配有數(shù)據(jù)，則設(shè)置“是否發(fā)送 2QUATER標(biāo)志”為“是”。 ? 修改后，按照 3GPP ， SI2ter的“ Rest Octets”IE長度不變，但內(nèi)容修改為關(guān)于 3G小區(qū)重選的相關(guān)信息。 SI2quater的發(fā)送時間和方法與其他 SI2（ SI SI2bis、SI2ter）相同。 2G/3G系統(tǒng)間互操作目的主要體現(xiàn)在以下兩方面： ? 覆蓋擴(kuò)展 在 WCDMA網(wǎng)絡(luò)邊緣，通過接入到 GSM網(wǎng)絡(luò)，實(shí)現(xiàn)無線網(wǎng)絡(luò)的覆蓋和延伸。 定義 ? 2G/3G系統(tǒng)間互操作主要是指當(dāng) MS位于 WCDMA網(wǎng)絡(luò)覆蓋的盲區(qū)或 WCDMA小區(qū)效果較差時， MS可以切換或重選至 GSM系統(tǒng)，以保證 MS的正常通信，或需要進(jìn)行數(shù)據(jù)業(yè)務(wù)時， MS切換或重選至 WCDMA系統(tǒng)。 ? 當(dāng)雙模 MS重新進(jìn)入 WCDMA網(wǎng)絡(luò)的覆蓋或檢測到 WCDMA小區(qū)效果較好網(wǎng)絡(luò)的覆蓋區(qū)域、滿足切換或重選條件時， MS可以再切換或重選回 WCDMA系統(tǒng)，以享受第三代移動通信系統(tǒng)提供的豐富業(yè)務(wù)。 ? 容量擴(kuò)展 在 GSM和 WCDMA網(wǎng)絡(luò)共同覆蓋的區(qū)域，語音業(yè)務(wù)使用 GSM網(wǎng)絡(luò)，數(shù)據(jù)業(yè)務(wù)使用 WCDMA網(wǎng)絡(luò)，達(dá)到優(yōu)化網(wǎng)絡(luò)使用，擴(kuò)展網(wǎng)絡(luò)總?cè)萘?，同時減少對網(wǎng)絡(luò)建設(shè)的投資。 ?
