risk.經(jīng)信黨工委黨建工作總結(jié)一、突出學(xué)習(xí)型黨組織建設(shè)，推進(jìn)思想政治工作今年，經(jīng)信黨工委以建設(shè)學(xué)習(xí)型黨組織，打造學(xué)習(xí)型機(jī)關(guān)為目標(biāo)，推動(dòng)工作職能落實(shí)，主要做了三方面的工作。一是嚴(yán)格落實(shí)機(jī)關(guān)學(xué)習(xí)制度。各支部每月召開一次學(xué)習(xí)活動(dòng)，集中討論黨的理論、方針、政策和重要會(huì)議精神。每季度組織一次黨建報(bào)告會(huì)，精心制定學(xué)習(xí)計(jì)劃，由黨工委領(lǐng)導(dǎo)班子成員輪流主講，以此帶動(dòng)全委的政治理論學(xué)習(xí)。二是集中組織專題學(xué)習(xí)。6月，邀請市委黨校老師給機(jī)關(guān)全體干部及所屬企業(yè)黨組織負(fù)責(zé)人作在“兩個(gè)率先”發(fā)展中勇作先行軍的專題輔導(dǎo)報(bào)告。十八大召開后，黨工委迅速部署，要求全體機(jī)關(guān)干部認(rèn)真學(xué)習(xí)貫徹十八大精神，研討十八大報(bào)告及新修改的黨章。機(jī)關(guān)干部共撰寫學(xué)習(xí)心得體會(huì)80余篇，并在機(jī)關(guān)內(nèi)進(jìn)行了熱烈地交流討論。三是深入開展讀書活動(dòng)。黨工委為全體機(jī)關(guān)干部推薦了一系列提升政治素養(yǎng)、文化素質(zhì)和經(jīng)濟(jì)知識(shí)的書籍，并集中購買了兩本重點(diǎn)書籍，分別是：《社會(huì)藍(lán)皮書：20**年中國社會(huì)形勢分析與預(yù)測》、《中國大趨勢：新社會(huì)的11大支柱》，豐富讀書活動(dòng)的學(xué)習(xí)內(nèi)容。二、結(jié)合轉(zhuǎn)型升級(jí)開展黨建，服務(wù)經(jīng)濟(jì)社會(huì)發(fā)展經(jīng)信黨工委根據(jù)市委、市政府“五年再來一次大跨越”、“兩個(gè)率先”和“成長型企業(yè)轉(zhuǎn)型升級(jí)”等重大戰(zhàn)略部署，緊緊圍繞經(jīng)信工作中心，抓好對企業(yè)的轉(zhuǎn)型升級(jí)指導(dǎo)。一方面，今年由黨工委領(lǐng)導(dǎo)班子成員分工協(xié)作，帶領(lǐng)調(diào)研小組深入企業(yè)，在充分了解了成長型企業(yè)、30強(qiáng)企業(yè)的生產(chǎn)現(xiàn)狀的基礎(chǔ)上，從產(chǎn)業(yè)結(jié)構(gòu)、行業(yè)發(fā)展趨勢、企業(yè)優(yōu)勢及不足等方面對我市裝備制造業(yè)轉(zhuǎn)型升級(jí)狀況做了詳細(xì)分析，形成了全面翔實(shí)的書面報(bào)告材料；并擬定《市工業(yè)企業(yè)“1153”工程培植的實(shí)施意見》等扶持政策，明確了培大育強(qiáng)的總體思路；制訂《市工業(yè)和信息產(chǎn)業(yè)結(jié)構(gòu)調(diào)整綱要》；編制船舶制造、汽車配件、通用設(shè)備制造、電機(jī)制造、金屬制品等產(chǎn)業(yè)規(guī)劃；制定落實(shí)新興產(chǎn)業(yè)、傳統(tǒng)產(chǎn)業(yè)、生產(chǎn)性服務(wù)業(yè)企業(yè)升級(jí)計(jì)劃及科技型小微企業(yè)升級(jí)計(jì)劃；編印《市企業(yè)上市工作手冊》,促進(jìn)企業(yè)轉(zhuǎn)型升級(jí)。另一方面加強(qiáng)機(jī)關(guān)效能建設(shè)，對35家高成長型企業(yè)進(jìn)行蹲點(diǎn)掛鉤，實(shí)行一條龍服務(wù)，要求各服務(wù)小組及時(shí)了解企業(yè)生產(chǎn)經(jīng)營過程中遇到的矛盾、困難和問題，給予積極有效的幫助和服務(wù)。通過這一系列措施，將黨建工作和業(yè)務(wù)工作有機(jī)結(jié)合，服務(wù)經(jīng)濟(jì)發(fā)展大局。三、加強(qiáng)人才工程建設(shè)，優(yōu)化系統(tǒng)職工隊(duì)伍黨工委歷來重視人才隊(duì)伍建設(shè)，今年初制訂了詳細(xì)完備的人才工作計(jì)劃，以提高現(xiàn)代化經(jīng)營管理水平和核心競爭力為目標(biāo)，幫助企業(yè)建設(shè)適應(yīng)轉(zhuǎn)型升級(jí)發(fā)展要求和現(xiàn)代經(jīng)營管理需求的人才隊(duì)伍。全年組織各類培訓(xùn)活動(dòng)16次，先后舉辦了《責(zé)任勝于能力》、《市工業(yè)經(jīng)濟(jì)轉(zhuǎn)型升級(jí)研修班》、EMBA、MBA高級(jí)管理研修班、企業(yè)家創(chuàng)新思維推進(jìn)活動(dòng)、《企業(yè)營銷》輪訓(xùn)班和《高級(jí)營銷三個(gè)班》等，其中大型專題講座6場，專題培訓(xùn)8個(gè)，為省中小企業(yè)主管理研修班輸送了23名學(xué)員，完成了市第三期“311工程”培養(yǎng)對象考核資料的上報(bào)和第四期“311工程”培養(yǎng)對象的推薦工作。參加培訓(xùn)活動(dòng)的企業(yè)人才隊(duì)伍得到優(yōu)化，管理水平得到提高，思維層次得以提升，企業(yè)參與的積極性也非常高。下一步我們將繼續(xù)優(yōu)化人才工作計(jì)劃，根據(jù)企業(yè)的需求搭建好培訓(xùn)服務(wù)平臺(tái)。四、明確組織建設(shè)目標(biāo)，筑牢基層組織基礎(chǔ)經(jīng)信黨工委按照組織部門開展“基層組織建設(shè)年”的要求，結(jié)合經(jīng)信工作實(shí)際，制定具體實(shí)施方案，進(jìn)一步健全完善黨建工作機(jī)制。一方面根據(jù)市委組織部的部署，在基層黨組織中開展黨建評星定級(jí)活動(dòng)。我委下屬基層黨組織中，2家爭創(chuàng)五星級(jí)，其余黨組織爭創(chuàng)三、四星級(jí)。另一方面開展黨建績效考核，建立健全黨建工作責(zé)任制。各基層黨組織積極推動(dòng)黨務(wù)、廠務(wù)公開，與黨工委簽訂《20**年度黨建工作目標(biāo)責(zé)任書》，主動(dòng)參與企業(yè)的生產(chǎn)經(jīng)營，積極開展創(chuàng)先爭優(yōu)活動(dòng)，發(fā)揮黨組織的戰(zhàn)斗堡壘作用，為企業(yè)的發(fā)展出謀劃策，并按照《基層黨組織黨建工作百分考核細(xì)則》的要求進(jìn)行考核。五、切實(shí)維護(hù)企業(yè)穩(wěn)定，改善發(fā)展外部環(huán)境我委承擔(dān)了原破產(chǎn)清算改制企業(yè)的矛盾糾紛化解工作任務(wù)。經(jīng)過幾年的努力，企業(yè)破產(chǎn)清算工作已進(jìn)入尾聲，但部分企業(yè)仍存在不少歷史遺留問題，如集資建房未辦證、職工檔案管理、少數(shù)職工的遺留問題等。我們采取多項(xiàng)措施排查矛盾，化解糾紛，切實(shí)維護(hù)好企業(yè)生產(chǎn)秩序的穩(wěn)定。一是抓好對改制企業(yè)的“回訪”和“下訪”工作。認(rèn)真做好職工來信來訪工作，維護(hù)職工合法權(quán)益，全力保障企業(yè)正常生產(chǎn)經(jīng)營。二是積極推進(jìn)破產(chǎn)企業(yè)的清算工作。千方百計(jì)盤活企業(yè)的存量資產(chǎn)，使資產(chǎn)效益最大化。針對個(gè)別企業(yè)職業(yè)情緒不夠穩(wěn)定的狀況，想方設(shè)法解決職工燃眉之急，并做好信訪接待和政策宣傳，確保職工穩(wěn)定。三是協(xié)同抓好職工保障工作。與勞動(dòng)部門一起，積極做好職工分流、置換補(bǔ)償、安置和再就業(yè)工作。督促企業(yè)進(jìn)一步完善養(yǎng)老、失業(yè)、醫(yī)療、生育和工傷保障的社會(huì)保障體系，努力織好企業(yè)穩(wěn)定的“安全網(wǎng)”。20**年信訪、接待來訪共15批次約230人，接“市長信箱”交辦單2件，做到信訪、接訪答復(fù)率100%。
