Today, technological progress and intense petitive pressures bring rapid change in working conditions, work processes and anization. Legislation is essential but insufficient on its own to address these changes or to keep pace with new hazards and risks. ? Organizations must also be able to tackle(處理 ) occupational safety and health challenges continuously and to build effective responses into dynamic management strategies. The Guidelines were prepared on the basis of a broadbased approach(途徑 ) involving the ILO and its tripartite constituents and other stakeholders. They have also been shaped by internationally agreed occupational safety and health principles as defined in relevant international labour standards. Consequently, they provide a unique and powerful instrument(工具 ) for the development of a sustainable(可以忍受的 ) safety culture within enterprises and beyond. These guidelines on OSH management systems have been developed by the International Labour Organization (ILO) according to internationally agreed principles defined by the ILO?s tripartite(三方的 ) constituents. This tripartite approach provides the strength, flexibility(靈活人 ) and appropriate basis for the development of a sustainable safety culture in the anization. ? The practical remendations of these guidelines are intended(故意的 ) for use by all those who have responsibility for occupational safety and health management. They are not legally binding and are not intended to replace national laws, regulations or accepted standards. The employer is accountable for and has a duty to anize occupational safety and health. The implementation of an OSH management system is one useful approach to fulfilling this duty.
