【正文】 在示范工程的基礎(chǔ)上規(guī)劃今后 20～ 30年、甚至到 2050年（每 5年為一階段）煤炭現(xiàn)代化利用的容量和這種利用方式占煤炭總消耗量的比例。 ? 在多聯(lián)產(chǎn)系統(tǒng)成熟階段（ 5～ 10年）內(nèi)，應(yīng)在稅收、貸款利率、國債資金使用等方面給予一定優(yōu)惠。 ? On the base of demoplants, Government should defined the capacity and portion of modernization of coal utilization in the total amount of coal consumption in ing 20~30years, even up to 2050. ? In the “l(fā)earning” period, the privileges in tax, low interest loan, funding, should be considered. 實(shí)施煤氣化多聯(lián)產(chǎn)戰(zhàn)略的政策建議（四） The remendation for implementation of polygeneration system(4) ? 多聯(lián)產(chǎn)系統(tǒng)的推廣必須與電力部門緊密合作，或是共同投資、共同經(jīng)營，效益共享。 ? 電網(wǎng)必須以合理的價(jià)格收購多聯(lián)產(chǎn)系統(tǒng)發(fā)出的電力，這是最為重要的。 ? The implementation and deployment of polygeneration system must be developed in the circumstance of close cooperation with power sector, for instance, joint investment, joint operation, joint sharing of the profits. ? Electric grid must purchase the electricity generated by polygeneration systems at reasonable price, it is the most important issue 實(shí)施煤氣化多聯(lián)產(chǎn)戰(zhàn)略的政策建議（五） The remendation for implementation of polygeneration system(5) ? 在近期（ 5～ 10年左右）大力推廣使用摻混甲醇的M15燃料（含甲醇 15％）在汽車上的應(yīng)用，大力推廣二甲醚作為液化石油氣的替代。 ? 中期 (10~15年 )逐步推廣二甲醚替代柴油，可以從公共汽車和卡車起步。 ? In the near term (5~10years), widespread utilization of 15% methanol blended gasoline (15%, M15) should be taken place for motor vehicles, DME should be used as alternative of LPG. ? In the intermediate term (10~15years), step by step disseminate the DME as alternative of diesel fuel. 實(shí)施煤氣化多聯(lián)產(chǎn)戰(zhàn)略的政策建議（六） The remendation for implementation of polygeneration system(6) ? 集中國內(nèi)優(yōu)秀科研力量 （包括開展國際合作），強(qiáng)化有關(guān)煤炭現(xiàn)代化利用技術(shù)的研究與開發(fā)。 ? 將其主要內(nèi)容納入到正在制定的國家中長期科技規(guī)劃中。 ? 具體內(nèi)容主要有：大規(guī)模高效的煤氣化裝置，一次通過漿態(tài)床反應(yīng)器及其催化系統(tǒng)，大型先進(jìn)燃?xì)廨啓C(jī)的國產(chǎn)化，純醇類和醚類燃料新型發(fā)動(dòng)機(jī)的研制等。 ? Unite the best research teams (including the international collaboration) to conduct the Ramp。D of polygeneration system, ? Include the research projects concerning the modernization of coal utilization into the Intermediate/Long Term National Science and Technology Program. ? Research projects : high efficient largescale coal gasifier, once through liquid phase reactor and corresponding catalyst system, problems linked with domestic manufacturing of large advanced gas turbine and finally, high efficient new methanol and DME engines. 謝謝 !
