Being the largest governmental investor in public utilities and infrastructure facilities in Shanghai, UDIC will unify its investment in projects in suburban districts by means of DFV。 ? Rather than granting loans by WB to environment projects in suburban districts in a disaggregated way,Project by project, to authorize DFV as intermediary， also the holding agent of state owned assets of projects, to manage overall package of WB loan fund to suburban districts (including repayment of loan), viz. from existing mode of WB (on lending from ministry or municipality) to Project pany, to proposed WB (on lending from ministry or municipality ) to DFV (on lending through DFV) and then to Project pany. 資金池的主要功效是通過增加 DFV 這一金融中介環(huán)節(jié)，成為項(xiàng)目政府性資產(chǎn)的總代理（持有人）。從而可以對(duì)分散的項(xiàng)目資金進(jìn)行組合管理及集約處理 （包括總體代理世行項(xiàng)目資金），從而最大程度地現(xiàn)項(xiàng)目資金成本的規(guī)模經(jīng)濟(jì)效能。這種集約管理應(yīng)能體現(xiàn)項(xiàng)目資金鏈更加明晰，并降低委托代理成本。 The primary function of funding pool is to act as the market proxy of a basket of projects assets owned by local governments, integrate and manage collectively the disaggregated fund,including fund from WB, by means of enhanced intermediary of DFV, maximizing the benefit of scale of economy of capital and funding for project. The management of this collectivism would clearly reflect the capital flow chain for project, lowering the cost of principal and agent relationship. 4. 決策與支持 。上述 DFV 機(jī)制規(guī)程要充分發(fā)揮作用，則需要政府部門（包括中央及上海市）與世界銀行在管理決策、組織機(jī)構(gòu)及協(xié)調(diào)方面實(shí)施管理創(chuàng)新并給予政策支持。 Decision Making and Support 6 To bring above mentioned regulations and mechanism of DFV into full play, it requires innovative administration and support from government authorities (both Central and Shanghai Government) and the WB in terms of decisionmaking, anization structuring and coordination etc. i.)建議設(shè)立 DFV 理事會(huì)，由上海市發(fā)改委、市財(cái)政局、上海城投三方統(tǒng)一協(xié)調(diào)區(qū)（縣）項(xiàng)目前期立項(xiàng)、審批、相關(guān)資金政策等問題，由上海市政府明確理事會(huì)對(duì)項(xiàng)目適用的政策決策及便宜行事之職權(quán)。 ii.) 世界銀行授權(quán) DFV 進(jìn)行項(xiàng)目前期調(diào)研，并認(rèn)可 DFV 的項(xiàng)目開發(fā)、評(píng)估管理規(guī)程 。 iii.) 世界銀行在 APL 框架內(nèi)設(shè)立相對(duì)獨(dú)立的、更為靈活的項(xiàng)目信貸追加機(jī)制（建議設(shè)立 DFV 機(jī)動(dòng)額度，不收取承諾費(fèi)），更為優(yōu)惠的資金利率（不收取前端費(fèi)），更為靈活、快捷啟用資金以適應(yīng)世行認(rèn)可，但資金安排無(wú)法及時(shí)到位的項(xiàng)目需求。 iv.) 為幫助上海郊區(qū)在項(xiàng)目管理中創(chuàng)立符合國(guó)際規(guī)范的市場(chǎng)化運(yùn)作機(jī)制、并實(shí)質(zhì)地進(jìn)行機(jī)構(gòu)強(qiáng)化、人才培訓(xùn)方面的工作，希望世行提供不少于一千萬(wàn)美元的贈(zèng)款。 ? Set up an Executive Council of DFV, posed of members from UDIC and relative SMG authorities, to unify and coordinate the project preparation in suburban districts, the approval on project identification, capital arrangement and policy concerned etc. SMG should authorize clearly the Executive Council right and responsibility of decision making applicable to project. ? The WB should authorize DFV to start up the project preparation, and should recognize and accept the regulating procedure of DFV for project identification and appraisal. ?
