Definitions定義For the purpose of this Manual and unless provided otherwise in particular provisions, the term: 除非具體條款另行規(guī)定，就本手冊(cè)而言：a) Competent Authority means the minister, government department or other authority having power to issue and enforce regulations, orders or other instructions having the force of law in respect of the subject matter of the provision concerned。2. Verification 證書(shū)核查a) Marine Personnel Department should focus on the following：船員部應(yīng)重點(diǎn)關(guān)注：i. Marine Personnel Department check the medical certificate and Vaccination/ Prophylaxis Certificate to determine whether the basic information, such as Date of birth, Name, etc. are consistent with other document produced by seafarer, where certificate forged, altered, the seafarer should not be employed. 船員部對(duì)上船海員持有的體檢證書(shū)和預(yù)防接種證書(shū)進(jìn)行核對(duì)，核對(duì)其與其他證書(shū)的基本信息是否一致，這些信息包括海員出生日期，姓名等。c) Masters, officers and watchkeeping seafarers shall hold valid petency certificates and petency certificates of professional trainings in pliance with served navigation zone, ship type, tonnage or type of the main engine and assigned duties plying with the provisions of the STCW Convention， as amended from time to time. 在船船長(zhǎng)、高級(jí)海員和值班水手、值班機(jī)工須遵守經(jīng)修訂的STCW公約的要求，持有與其所服務(wù)的船舶航區(qū)、種類(lèi)、等級(jí)或主機(jī)類(lèi)別和所擔(dān)任的職務(wù)相符的有效適任證書(shū)和專(zhuān)業(yè)培訓(xùn)合格證書(shū)d) Seafarer shall have successful pleted the training required by the Section AVI/1 of the Code of the STCW Convention， as amended from time to time.在船工作的海員，應(yīng)成功完成經(jīng)修訂的STCW 公約規(guī)則第第AVI/1 節(jié)要求的培訓(xùn)e) Seafarer serving on the vessel shall also hold other relevant certificates regulated by the petent authority of the flag state.在船工作的海員，還須持有船旗國(guó)主管當(dāng)局規(guī)定的相關(guān)證書(shū)。 and海員在有權(quán)得到遣返前在船上服務(wù)的最長(zhǎng)期間；以及iii. the precise entitlements to be accorded by shipowners for repatriation, including those relating to the destinations of repatriation, the mode of transport, the items of expense to be covered and other arrangements to be made by shipowners公司同意給予的具體遣返權(quán)利，包括關(guān)于遣返的目的地、旅行方式、船東將負(fù)擔(dān)的費(fèi)用項(xiàng)目和將做出的其他安排方面的內(nèi)容。f) Shipowner’s liability may be exempted to defray the expense of medical care and board and lodging and burial expenses in so far as such liability is assumed by the public authorities.只要此種責(zé)任由公共當(dāng)局承擔(dān)，可免除公司支付船上醫(yī)療費(fèi)用及膳宿和喪葬費(fèi)用的責(zé)任。 and如果海員于工作期間死于船上或岸上，公司須支付喪葬費(fèi)用；以及v. Shipowner take measures for safeguarding property left on board by sick, injured or deceased seafarers and for returning it to them or to their next of kin公司采取措施保護(hù)患病、受傷或死亡海員留在船上的財(cái)物并將其歸還給海員或其最近親屬。ii. 準(zhǔn)許海員上岸休息以利于海員的健康和福利以及身體狀況滿(mǎn)足要求Seafarers is granted shore leave to benefit their health and wellbeing and with the operational requirements of their positions。b) When the seafarers’passport /passport that is about to expire within 12 months prior to his / her boarding, he / she shall apply to the marine administration for renewal. 當(dāng)海員上船前持有的海員證/護(hù)照即將在12個(gè)月內(nèi)過(guò)期時(shí)，應(yīng)向海事部門(mén)申請(qǐng)換新c) The master shall review accuracy, sufficiency and validity of Seafarer certificates while he/she board the ship海員上船時(shí)，船長(zhǎng)須審核其持有的證書(shū)是否齊全、有效，證書(shū)記載的信息是否與實(shí)際一致d) The master discovered the forged or altered certificate should inform shipowner as soon as possible so as to take appropriate measures by shipowner.船長(zhǎng)發(fā)現(xiàn)證書(shū)涂改或者偽造時(shí)，立即報(bào)告公司以便公司采取相應(yīng)的措施3. Certificate Care證書(shū)管理a) When confirming the certificate to be true，valid and fit for his/her duty on board, Marine Personnel Department scan and copy the Certificate and keep the hardcopy and softcopy in safe custody. 船員部檢查證書(shū)真實(shí)有效能夠適任船上工作后，對(duì)其證書(shū)進(jìn)行掃描和復(fù)印，并妥善保管電子版的掃描件和復(fù)印版本b) Corresponding Certificate shall be applied in accordance with the requirements of the flag state if the seafarer is assigned to work on a nonChinese ship, to ensure the identity information appeared on the Certificate is in consistent with the certificates of Chinese nationality by Marine Personnel Department. 如果在非中國(guó)籍船舶工作，根據(jù)所派船舶的船旗國(guó)的要求，船員部按照海員證書(shū)信息辦理相對(duì)應(yīng)的外籍證書(shū)，以確保海員證書(shū)信息一致性。ii. General ment on the medical certificate generated by medical practitioner to determine whether a potential employee is fit for duty.體檢證書(shū)上體檢醫(yī)生給出的結(jié)論，確定未來(lái)雇員的健康狀況是否足以勝任其工作iii. Validity data證書(shū)的有效期iv.
