Members of the International Bank for Reconstruction and Development or the Asian Development Bank which do not bee members in accordance with Article 58 may be admitted, under such terms and conditions as the Bank shall determine, to membership in the Bank by a Special Majority vote of the Board of Governors as provided in Article 28.三、不享有主權(quán)或無法對自身國際關(guān)系行為負責的申請方，應(yīng)由對其國際關(guān)系行為負責的銀行成員同意或代其向銀行提出加入申請。4. The Board of Governors shall at intervals of not more than five (5) years review the capital stock of the Bank. In case of an increase in the authorized capital stock, each member shall have a reasonable opportunity to subscribe, under such terms and conditions as the Board of Governors shall determine, to a proportion of the increase of stock equivalent to the proportion which its stock theretofore subscribed bears to the total subscribed capital stock immediately prior to such increase. In the case of an applicant which is not sovereign or not responsible for the conduct of its international relations, application for membership in the Bank shall be presented or agreed by the member of the Bank responsible for its international relations.第二章 資本CHAPTER II CAPITAL第四條 法定股本Article 4 Authorized Capital一、銀行法定股本為壹仟億美元，分為壹佰萬股，每股的票面價值為拾萬美元，只供成員依照本協(xié)定第五條的規(guī)定認繳。第一次繳付應(yīng)在本協(xié)定生效后三十天內(nèi)完成，或在第五十八條第一款規(guī)定的批準書、接受書或核準書遞交之日或之前繳付，以后發(fā)生者為準。(iv) Whenever in the opinion of the Bank, the foreign exchange value of a member39。 and（二）本協(xié)定第十七條提及的，由銀行特別基金提供融資的特別業(yè)務(wù)。(vi) through other types of financing as may be determined by the Board of Governors, by a Special Majority vote as provided in Article 28.第十二條 普通業(yè)務(wù)的限制條件Article 12 Limitations on Ordinary Operations一、銀行依照本協(xié)定第十一條第二款第（一）、（二）、（三）、和（四）項從事的貸款、股權(quán)投資、擔保和其他形式融資等普通業(yè)務(wù)中的未收清款項，任何時候都不得超過普通資本中未動用認繳股本、儲備資金和留存收益的總額。3.
